The Caribbean Disaster Emergency Management Agency (CDEMA) is an institution of the Caribbean Community (CARICOM) with responsibility for the coordination of emergency response and relief efforts to any of its 19 Participating States that request support for a disaster event. CDEMA also champions the Comprehensive Disaster Management (CDM) approach for a disaster resilient Caribbean. CDM addresses

all hazards, all phases of the disaster management continuum (mitigation, prevention, preparedness, response and recovery) and all sectors of society. Established since 1991, CDEMA is presently comprised of the following Participating States:
Anguilla, Antigua and Barbuda, Commonwealth of the Bahamas, Barbados, Belize, Commonwealth of Dominica, Grenada, Republic of Guyana, Haiti, Jamaica, Montserrat, St. Vincent & the Grenadines, Suriname, Republic of Trinidad & Tobago, Turks & Caicos Islands and the Virgin Islands.

🛰️ Strengthening disaster preparedness through technology.

Representatives from the Caribbean Disaster Emergency Management Agency (CDEMA) joined colleagues from the Caribbean Institute for Meteorology and Hydrology (CIMH) for a two-day training workshop on Satellite Data Utilization for Disaster Risk Management, held in Barbados on May 21–22, 2026. The workshop was delivered through a collaboration between the Japan Aerospace Exploration Agency (JAXA), the Japan International Cooperation Agency (JICA), CDEMA, and CIMH.

The training was facilitated by JAXA Technical Officers, Ms. Yuki Tanaka and Ms. Moeka Yamaji, and focused on the application of satellite data and earth observation technologies to support disaster risk management, preparedness, monitoring, and decision-making.

Held just days before the start of the 2026 Atlantic Hurricane Season, the workshop provided participants with valuable tools and knowledge to enhance regional readiness and strengthen the use of geospatial information in disaster risk reduction and emergency response efforts.

CDEMA Deputy Executive Director Lt. Col. Kester Craig, participated in the 29th Standing Committee Meeting of Chiefs of Immigration and Comptrollers of Customs, held in St. John’s, Antigua and Barbuda.

Convened under the theme “Advancing Free Movement, Strengthening Security, and Harmonising Regional Border Governance,” the meeting brought together key regional leaders responsible for immigration and customs administration across CARICOM.

On behalf of CDEMA, Lt. Col. Kester Craig, presented on the Regional Response Mechanism and the provisions within CDEMA Establishing Agreement that facilitate the expedited movement of disaster response personnel and goods across our Participating States.

The discussions reinforced the importance of deepening the interface between border governance and disaster management frameworks.

Together, we continue to strengthen the architecture that underpins Caribbean cooperation.

The engagement underscored the importance of regional cooperation, anticipatory action and public sector resilience, while providing an opportunity to recognize the dedicated team members who helped bring the project to fruition.

During the engagement, Ms. Riley also had the opportunity to connect with and thank members of the project team whose commitment and collaboration contributed to its successful implementation.

Executive Director of CDEMA, Elizabeth Riley, met with the Honourable St. Clair Leacock, Acting Prime Minister and Minister of National Security, Disaster Management and Immigration of St. Vincent and the Grenadines on June 2, 2026 to discuss national resilience priorities, regional cooperation and strengthening disaster management capabilities across the Caribbean.

Ms. Riley also paid a courtesy call to Commissioner of Police Enville Williams to discuss security sector engagement in disaster management, emergency preparedness and opportunities to strengthen regional readiness and response capabilities.

She also paid a courtesy call to St. Vincent and the Grenadines Red Cross Society and met with representatives including the President, Ms. Dora Athaline James to discuss community resilience, volunteer engagement and strengthening partnerships in support of disaster preparedness and recovery.

The Executive Director of the Caribbean Disaster Emergency Management Agency, Elizabeth Riley, undertook a high-level mission to Montserrat, reinforcing CDEMA’s commitment to strengthening disaster risk management and regional collaboration.

During the visit, the Executive Director paid courtesy calls on the Governor of Montserrat, Her Excellency Ms. Harriet Cross, and Deputy Premier, Honourable Veronica Dorsette-Hector, and engaged with senior Government officials on national and regional priorities for resilience. Ms. Riley also met with the leadership of the Montserrat Red Cross, as well as the Deputy Commissioner of Police, to discuss coordination in emergency response and community preparedness.

A key highlight of the mission was a visit to the Disaster Management Coordination Agency, where discussions focused on strengthening national systems and enhancing alignment with regional mechanisms. The Executive Director also visited the Montserrat Volcano Observatory, where she engaged with Director Graham Ryan and Seismic and Environmental Technician Venus Bass, gaining insight into ongoing volcanic monitoring and risk assessment efforts.

The mission was supported by Avin Ryan, Head of the DMCA, whose leadership continues to play a critical role in advancing disaster preparedness and response efforts in Montserrat. This engagement underscores CDEMA’s ongoing efforts to deepen partnerships at the national level and ensure a coordinated, multi-hazard approach to resilience across the Caribbean region.
