လူအများစုဟာ "ရေရှားပါးမှုပြဿနာ" လို့ ကြားလိုက်တာနဲ့ ခြောက်သွေ့နေသောရေကန်များ၊ ခမ်းခြောက်နေသည့်မြစ်ချောင်းများနှင့် ရေရှည်မိုးခေါင်ရေရှားဖြစ်မှုတွေကိုပဲ ပြေးမြင်လေ့ရှိကြပါတယ်။ ထို့အတူ လုပ်ငန်းခွင်တစ်ခုမှာ ရေပြတ်လပ်မှု သို့မဟုတ် လုပ်ငန်းလည်ပတ်မှုဆိုင်ရာ အခက်အခဲတွေ ကြုံတွေ့ရတဲ့အခါမှာလည်း ရာသီဥတုဖောက်ပြန်ခြင်း၊ မြေအောက်ရေခမ်းခြောက်ခြင်း သို့မဟုတ် ဒေသတွင်း ရေရှားပါးခြင်းစတဲ့ ပြင်ပအကြောင်းအရာတွေကိုသာ အပြစ်တင်လေ့ရှိကြပါတယ်။ ဒါပေမယ့် ယနေ့ခေတ် Environmental Engineering ရဲ့ လက်တွေ့အမှန်တရားက ထိုအချက်တွေထက်မက ပိုမိုလေးနက်ပါတယ်။ ရေပြဿနာများဟာ ရေရှားပါးခြင်းဆိုတဲ့ ရုပ်ပိုင်းဆိုင်ရာအခြေအနေကြောင့် စတင်ခြင်းမဟုတ်ဘဲ စီမံခန့်ခွဲမှု အားနည်းခြင်းကြောင့်သာ စတင်ခြင်းဖြစ်ပါတယ်။ စစ်မှန်သော ရေလုံခြုံမှုဆိုသည်မှာ မြေအောက်ထဲမှ ရေကို မည်မျှအထိ ပိုမိုထုတ်ယူနိုင်တယ်ဆိုတဲ့ အချက်အပေါ်မှာ မူတည်နေခြင်းမဟုတ်ဘဲ မိမိတို့ထံမှာ ရှိပြီးသားရေကို မည်မျှအထိ ထိရောက်စွာ စီမံခန့်ခွဲနိုင်သလဲဆိုတဲ့ အချက်အပေါ်တွင်သာ မူတည်ပါတယ်။
ကမ္ဘာတစ်ဝှမ်းရှိ ရေအရင်းအမြစ် ပေါကြွယ်ဝတဲ့ နိုင်ငံများမှာပင်လျှင် တကယ့်စိန်ခေါ်မှုဆိုတာ သုံးစွဲနိုင်တဲ့ ရေပမာဏမလုံလောက်ခြင်းမဟုတ်ဘဲ ရှိနေတဲ့ရေကို ဘယ်လိုစီမံခန့်ခွဲနေကြသလဲဆိုတဲ့ အချက်ပဲ ဖြစ်ပါတယ်။ စနစ်တကျ သန့်စင်ထားခြင်းမရှိတဲ့ စက်ရုံထွက်ရေဆိုးတွေကြောင့် ညစ်ညမ်းနေတဲ့ မြစ်တစ်စင်းဟာ ရေပမာဏအပြည့် စီးဆင်းနေနိုင်ပေမယ့် ၎င်းမြစ်ဟာ လူမှုအဖွဲ့အစည်းများ၊ စိုက်ပျိုးရေးနဲ့ သဘာဝဂေဟစနစ်များကို ဘေးကင်းစွာ မပံ့ပိုးပေးနိုင်တော့ပါဘူး။ ထို့အတူပဲ မြေအောက်ရေတွေ ရှိနေပေမယ့် အလွန်အကျွံ ထုတ်ယူသုံးစွဲခြင်းများနဲ့ ညစ်ညမ်းမှုများကြောင့် မြေအောက်ရေကိုအသုံးပြုရန် ပိုမိုခက်ခဲလာပြီး စရိတ်စက ကြီးမားလာစေပါတယ်။ ရိုးရာစက်မှုလုပ်ငန်းသုံး စနစ်ဟောင်းများဟာ ရေကို "တစ်ခါသုံး - တစ်ခါစွန့်" ဆိုတဲ့ အလဟဿဖြစ်စေတဲ့ အတွေးအခေါ်အပေါ်မှာ အခြေခံထားတာကြောင့် လုပ်ငန်းများကို ပိုမိုထိခိုက်စေပါတယ်။ နွေရာသီရောက်ရှိလာတာနဲ့ စနစ်တကျစီမံမထားတဲ့ လုပ်ငန်းခွင်များဟာ ရေပြဿနာကို ချက်ချင်းရင်ဆိုင်ရပါတော့တယ်။ ခုလိုမျိုးဖြစ်ရခြင်းမှာ သဘာဝတရားကြောင့်မဟုတ်ဘဲ အဖိုးတန်ပြီး ကန့်သတ်ချက်ရှိတဲ့ ရေအရင်းအမြစ်ကို စနစ်တကျ မစီမံနိုင်ခြင်းရဲ့ နောက်ဆက်တွဲ ရလဒ်တစ်ခုပဲဖြစ်ပါတယ်။ လုပ်ငန်းတစ်ခု ရေရှည်တည်တံ့ဖို့ဆိုတာ ရေကို အလွန်အကျွံ သုံးစွဲခြင်းမဟုတ်ဘဲ တာဝန်ယူစီမံခန့်ခွဲခြင်းမှ စတင်ပါတယ်။
ရေကို အသုံးပြုပြီး ပြန်လည်သန့်စင်ကာ Cooling Tower များ၊ Landscape Irrigation များနဲ့ အခြား Non-potable Applications များမှာ ပြန်လည်အသုံးပြုနိုင်တဲ့ Wastewater Treatment & Water Reclamation System တစ်ခုဟာ လုပ်ငန်းတစ်ခု ရေရှည်တည်ငြိမ်ဖို့အတွက် ဖန်တီးပေးနိုင်ပါတယ်။ စနစ်တကျ ဒီဇိုင်းထုတ်ထားတဲ့ ရေဆိုးသန့်စင်ခြင်းနှင့် ပြန်လည်အသုံးပြုခြင်းစနစ်တစ်ခုဟာ လုပ်ငန်းတစ်ခုလုံးအတွက် ပြင်ပမှ ရေရှားပါးမှုဒဏ်ကိုလည်း လုပ်ငန်းအပေါ် လုံးဝသက်ရောက်မှုမရှိအောင် ကာကွယ်ထားနိုင်မှာလည်း ဖြစ်ပါတယ်။ မိမိလုပ်ငန်းရဲ့ ရေလည်ပတ်မှုစနစ်ကို စနစ်တကျ စီမံခန့်ခွဲထားနိုင်ပါက ပြင်ပမှာ ရေဘယ်လောက်ပဲ ရှားပါးနေစေကာမူ လူကြီးမင်းတို့ရဲ့ လုပ်ငန်းအတွက် ခြိမ်းခြောက်မှုတစ်ခု ဖြစ်မလာနိုင်တော့ပါဘူး။
