While obtaining a fire extinguisher is not an issue for me, I take umbrage with his approach, which I perceive as overly controlling and dictatorial. I question whether he has the authority to dictate my actions and impose a deadline for compliance.

Installing a solar setup without a fire extinguisher can be considered safety negligence under the law, posing a threat to both the landlord's property and my own life and property. My landlord can initiate legal action against me for violating safety requirements by installing a solar system without the necessary safety precautions.
Generating one's own electricity supply without safety measures, such as a fire extinguisher, is unacceptable. I am unlikely to succeed in this matter, as even the presiding judge may be educated by my landlord's arguments and promptly install fire extinguishers near their own solar setups.
