Many people in Upper Nile State, especially in Malakal, see the return of former Governor James Koang Chuol as a return of hope. Many are celebrating and embracing his comeback, believing that he can bring change to the region.

However, for me, I see things differently. James Koang Chuol is a military leader, and as we know, many African countries continue to struggle because leaders with military backgrounds often focus more on power than on political vision and development. What our people need today is leadership with clear ideas, wisdom, and a vision to move the region forward.

Personally, I believe his return is mainly to complete the agenda of President Salva Kiir. Unfortunately, President Salva Kiir has failed to show real concern for the people of Upper Nile State, especially the people of Malakal. The region continues to suffer while political interests come first.

What we truly need are leaders who work for the people, not leaders who only serve the interests and agendas of the President. Young leaders like Jacob Dollar should have been given the opportunity to continue serving and bringing positive change to the people of Upper Nile State. But because he was not fully implementing the Presidentโ€™s agenda, he was removed.

Upper Nile deserves leaders with vision, leaders who care about development, peace, and improving the lives of ordinary citizens โ€” not leaders driven by political loyalty alone.

Since the appointment of Hon. Jacob Dollar Ruot as Governor of Upper Nile State, we have witnessed tangible change and stability across the state. His leadership has fostered peace, reconciliation, and cooperation among our communities and counties.

We are aware that some individuals have voiced opposition to this appointment. We believe those rejecting and making claims against the newly appointed Governor are anti-peace elements who do not represent the will of the people of Upper Nile State.

Your Excellency, the people of Upper Nile have rejected the divisive interests of certain politicians. Governor Jacob Dollar Ruot fulfills the criteria for peace dissemination and has earned the trust of our communities through his commitment to unity and development.

H.E. Jacob Dollar Ruot, Governor of Upper Nile State, has safely returned to Malakal after a series of consultative engagements in Juba aimed at advancing peace, stability, and development in the state.

Upon his arrival, the Governor was warmly received at Malakal Airport by the Deputy Governor, Hon. Deng Akuei Kak, alongside senior government officials, traditional leaders, cultural groups, sultans, and a large number of enthusiastic residents. The reception reflected the strong support and unity among the people and leadership of Upper Nile State.

During his visit to Juba, H.E. Ruot held high-level consultations with national leadership and key stakeholders, focusing on strengthening ongoing peace efforts, enhancing service delivery, and addressing pressing issues affecting communities across the state.

Speaking shortly after his arrival, the Governor expressed his appreciation for the warm welcome and reaffirmed his administrationโ€™s commitment to consolidating peace, fostering unity, and accelerating development initiatives across all counties of Upper Nile State.

H.E. Jacob Dollar Ruot, Governor of Upper Nile State, today met with H.E. Gen. Salva Kiir Mayardit, President of the Republic of South Sudan, to brief him on the ongoing peace efforts and security situation in the state.

During the meeting, Governor Ruot informed the President that the general security situation in Upper Nile State has significantly improved and is currently stable. He highlighted the progress made through continuous engagement with local communities and stakeholders aimed at fostering peace, reconciliation, and unity across the region.
