The 2017 Consumer Confidence Report is now available on our website: absarokeewater.com. Once in website, click on the "Forms and Reports" tab, then choose "Water Quality Report". Hard copies can be obtained at the office. They will not be mailed to each customer. Once again, we have provided Absarokee with clean, safe water for the year.

New Rate Plan!
June 12, 2018

On May 9, 2018 a Public Hearing was held at the District office. The purpose of this was to present a new rate structure. The Distribution System Improvement Project is underway with a cost of approximately $4.5 million. The Board secured a $500K TSEP grant and a $500K DNRC Loan Forgiveness. This resulted in a savings of approximately $2,100 per water user. However, it still left $3.5 million balance that will be repaid over the next 20 years.

In a nutshell, there will no longer be a Capital Fee of $12. Further, the amount charged for overages over 4,000 gallons will remain the same. Following is a breakdown of the rates by meter size. Please keep in mind that 98% of the District users have a 3/4" meter.

3/4" meter = $54.10 per month for 4,000 gallons

1" meter = $96.84 per month for 7,000 gallons

1-1/2" meter = $246.15 for 18,000 gallons

2" meter = $386.27 for 28,000 gallons

The Board met following the Public Hearing and voted unanimously to approve this increase, effective the July 1, 2018 billing.

A group of local citizens have formed a 501C to help low income individuals pay this increase. Once guidelines have been established and shared with the District, they will be published.

Water will be turned off tomorrow morning on Henry and part of Abattoir tomorrow morning at approximately 8:30 a.m. for 1-4 hours.

Cop Construction is finalizing preparation to begin construction on Monday, June 4. They have hooked up temporary water lines to all homes that will be affected. They will switch from the main water line to the temporary lines as they work - down time for residences should be minutes. They will begin Monday working down Grove from Yerger to Woodard.

Today, in preparation for this, they will turn the water off for approximately 15 minutes for those living on W. Grove and Yerger. This should take place around 11 a.m.

June 18-20: install water main on Alison Dr
June 20-22: install water main on Elizabeth Ave
June 25-29: install water main on Lehner Ave
June 29-July 6: install water main on N. Montana Ave

As you may have noticed, the Distribution Improvement project the Board has been working on for five years is finally coming to fruition. Materials were delivered and temporary water lines are being laid. Actual construction is to begin June 4. The construction will start on West Grove and around the Yerger Loop. As we receive information from the contractors on actual, specific times for water turn off and such, we will keep you notified.

To all planning on attending the Informational Meeting at the Water District tonight at 7 PM, please park in the Post Office parking lot. The sidewalk has been cleared and salted, so should be ice free.

The district will be repairing a main on S. Montana between Church and School (100 block) FRIDAY, APRIL 22 morning at approx. 9 a.m. This will require the water to be turned off - hopefully no more than an hour.

The Absarokee Water & Sewer District is being accused of numerous wrongdoings by a customer in a open letter to the public which has been posted throughout town. As we work daily for a safe environment for all of our users, please know that despite what was written:

#1: Bill Dahl, retired Navy Chief, is a LICENSED Operator in Training (License #8411 issued by DEQ). He and Steve have replaced numerous meters together. Often times the space if very small and will not accommodate two bodies. Bill installs the meters and reviews each installation with Steve upon completion. He is being given more training and one on one time with a certified operator than any Operator in the past ten years.
#2: Every meter has a read out on the meter. On top of each meter, is a grey flap that you can lift to read the meter.
#3: We are replacing old meters with a Sensus iPerl meter with a remote reader. They are lead free which is a DEQ requirement as of 2014. These meters are used across the United States and the are NSF/ANSI certified.
#4: Steve was immediately notified of the issue and has talked to Montana Rural Water, DEQ, the home owner, the manufacturer and others gathering information. He has been in contact with the Board President and two of the Board members.
#5: There is a Board meeting scheduled at 7 PM on September 13. As always, the public is welcome to attend and ask questions.

What a crazy week we had! Pump controls not working automatically means we have to turn the pumps on and off manually. Not too bad during the day, but Saturday nights? not so much fun. Steve and the Board are looking at solutions - in the meantime if Steve seems a little tired, it's from lack of sleep!

On the positive side, our website is gaining momentum. Last week, we received a change of address notification from a customer who used the site, received payment from another customer and finally, a Michigan, soon to be Absarokee, resident was able to download a rental agreement form and mail it in. Always exciting to see this kind of growth.

UPDATE: Steve has been around town and tested chlorine levels at 15 locations. All were in an acceptable range. He has also communicated with DEQ in Billings and reviewed the situation with them. There is NO need for a boil order. We would appreciate it if water use is kept to a minimum for the day so the tanks can refill. Again, thank you for your calls and cooperation.

The pump controller did not fire the pumps up and so the tank was nearly drained. The pumps are up and running now. Please do not water lawns today so we can get the tanks refilled. Thank you for your cooperation.

The pumps in the tank houses are not running, therefore we have no water. We are aware of the issue and Steve is at the Tank trying to determine the cause. We apologize for the inconvenience and will keep this site updated as we learn more.

Once again a reminder! Payments are due upon receipt with a $5 late fee charged after the 25th. All accounts 45 days old receive a letter reminding them payment is due and when the potential shut off day is. This is according to the District ordinances.

Because we do not want to turn off anyone's water, we also hand deliver notices 2-4 days before turn off is scheduled. These went out last week on the 23rd. This notice is an added expense and not required by ordinances. We are willing to work with people if they are have difficulty; however, there has to be two way communication.

NEWS TRAVELS FAST! Especially if it's not good. As part of the Capital Improvement program, we are replacing meters that are over ten years old. This may require turning your water off at the curb stop. While doing this Wednesday at a local home, the curb stop broke and the spewing water resulted in damage to the customer's yard. Steve was notified immediately and took action. Kelly Excavating came to the rescue and was able to replace the curb stop that evening. Unfortunately, this made a mess of the yard. Of course, Bill, Steve and Kelly's will do their best to repair the damage.

In replacing approximately 100 meters, this is only the second time there has been a problem. Please remember many of the curb stops have been in place for years and never worked or maintained on a regular basis. We are working hard to correct this, however, like our water mains, they are old and despite our care, can break. Please be assured we do everything we can to avoid problems and will always make it right.

The 2015 Consumer Confidence Report has been posted on our website: absarokeewater.com. Look under the tab "Forms & Reports". Despite occasional negative comments from the public, the water quality is good with no violations in 3 years. The chlorine level is the lowest in two years - this equates to better tasting water and lower costs for the District.

We have received the final copy of the Preliminary Engineering Report by Great West Engineering. This is a comprehensive study of our existing water system, suggested improvements and cost and funding options. Please stop by the office if you would like to see it!

I was just told that the new bills that were mailed yesterday have an incorrect due date. The amount due is correct but the dates are wrong. I apologize for the confusion this causes. The actual due date is May 26, 2016. Late charges will be applied on May 26th as always.

I realized today that my entire message did not print out on the bills. The Bill drop box is still in use - it's just suggested that cash not be left. If you want/need to pay in cash, please come in during office hours and get a receipt. We are open Monday - Friday, 9 a.m. - 4 p..m. including during the lunch hour. I apologize for any confusion.

Did you know we submit water samples each month to Department of Environmental Quality to be tested for safety? We also test the water in 4-5 different locations every day to ensure chlorine levels are safe.

As a reminder, the new rate structure voted in by the Board in November will take effect on February 1. The new rate for water, 4000 gallons, is $22. Each additional 1,000 gallons will be $2.50. A Capital Improvement fee will be $12.00. For those using less than 4000 gallons, your bill will go back to $34.

We would like to thank those who took the time to come to the Public Meeting last night. We had about 30 people and a good exchange of questions, answers and ideas. The importance of returning the Income Survey was addressed by both Collette Anderson (Engineer from GreatWest engineering and Josh Jabalera from Midwest Assistance Program). We would also like to thank Melanie, Cody and Rachael from Absarokee High School for video recording the meeting. The next step is for the Board to decide which direction we will take based on customer feedback.

A couple of reminders. Please consider completing and turning in your Income Survey. They don't need your income - just whether or not you make more or less than a figure. Josh Jabalera with Midwest Assistance Program will be at the office tomorrow night at 6:30 before the meeting to assist you, answer questions and accept your surveys.
Second - the Public Meeting is tomorrow at 7:00 pm. Please plan on coming with your questions. There are a lot of misinformation being sent out from people; please come hear the facts.
