I've started conducting my research into actually selling homemade donuts in the state of Iowa, and here's what I've found so far...
Apparently, Iowa is one of the easiest states in the country to sell stuff from your home kitchen. Here are the basics:
1. I don't require a license or food safety certification to sell food, but it has to adhere to the following laws
2. Cottage foods must be sold directly from the producer to the consumer. That means I can only sell donuts and donut holes in-person to the person buying it. I can sell them online, but have to deliver them myself. No interstate selling.
3. The law restricts sales to foods that do not require refrigeration or temperature control for safety (non-TCS foods). Nothing that has to be hot or cold. Essentially, I can only sell foods that are "shelf-stable," and can sit on a counter top.
4. While not mandatory, labeling is strongly encouraged. (How is this not mandatory???) Cottage food labels should include the business name, address, and product name. For products from Home Food Processing Establishments (HFPEs), additional information like ingredients and net quantity are required. I've seen examples of this from some vendors at farmer's markets, so I know I can spruce them up a bit.
5. Also, I cannot make more than $20,000/yr from this. If it starts to get big enough, I'll have to move to a commercial kitchen, and get all of the necessary licenses and certifications.
The nice part of this is that it forces me to walk before I run, and see if anyone is even interested in this sort of thing. The best part is that I can set up a folding table in my driveway, and sell them there. Like a girl scout.
