What does effective consultation look like?

Industry is aware of a meeting with fishers in Townsville on 21 April 2022 regarding the Spanish Mackerel fishery. So what’s the problem you may ask? Before you consider a response the Association is also aware that the meeting was established by invitation only.

Why is this an issue? Fisheries Queensland is in the middle of a public consultation process regarding the mismanagement of the Spanish Mackerel fishery, yet this meeting has not been made open to all of industry, which is an unacceptable breakdown in the consultation process.

You will note the meeting invite ‘Spanish Mackerel Meeting 3’… So, where did the first two meeting takes place? Were these meetings by invitation only? Are there minutes that can be shared amongst industry, recreational and charter fishers and the community?

Why has industry not been given the opportunity to attend state-wide, port visits to allow Spanish Mackerel commercial fishers and post-harvest businesses to engage with senior department officers?

What is forgotten is that commercial fishers may fish for Spanish Mackerel as a way to supplement income or as a major component of their businesses. These fishers should have the opportunity to speak with Fisheries Queensland in an open, public forum. So to be clear, this post is not about who was invited to the meetings, it is about the breakdown in process and that once again Fisheries Queensland demonstrate that they do not understand what proper consultation is.

The department has established fisheries working groups:
* Have Fisheries Queensland advised members of the Spanish Mackerel fishery working group of these meetings? If not, why not?
* Are any additional invitation only meetings taking place?
* Is this meeting being used as a substitute for a proper, industry-wide regulatory impact statement (RIS)? This type of meeting does not constitute proper consultation or go anywhere near being a substitute for a RIS.

The State Government has a woeful track record in consultation and a resistance to undertaking industry impact assessments. Remember:
* a properly funded and administered RIS did not take place as part of the fisheries reform process; and
* a RIS was not undertaken as part of the introduction of vessel tracking.

You might also remember, Fisheries Queensland paid an external consultant to speak with industry about better consultation… think about that in the context of the current Spanish Mackerel consultation process.
