Mince is bright red on the outside due to meat containing myoglobin,
When this pigment meets oxygen in the air it turns bright red( oxymyoglobin)
So the middle when boken open/apart stays a brownish colour as no contact with oxygen and is safe to eat , unless it smells or is slimy ,check your used by dates or best before if unsure ditch it !!
Usually freeze your mince within 2-3 days of purchase for your own peace of mind !!
