MCK MANDATED QUARRY RESTORATION PLAN
• A-B soils: residential grade, pose no risk to groundwater, drinking water, soil, or air; commonly used at schools, hospitals, and daycares across Quebec.
• Widely used: A-B soil restoration is a standard, established practice in Quebec.
• Permits & tracking: 2023 MCED approval received. All A-B soil movements are tracked via Trace Quebec (TQ); MCK will have 24/7 live access. JFK has always said that it will comply with permitting conditions and Kahnawake law.
• Economic benefit: Since 2007 MCK has collected ~ $10M in royalties. Proposed revenue to MCK:
o 0–300,000 mt: $0.50/mt
o 300,001–400,000 mt: $0.60/mt
o 400,001–500,000 mt: $0.70/mt
o 500,000+ mt: $0.80/mt
Projected annual payments: $480K–$700K. Estimated community benefit over 25–30 years: $12M–$20M.
• End of operations offer: JFK offered to stop quarrying on June 1, 2030, if A-B restoration plan is approved and allowed to move forward.
• Community issues: JFK acknowledges concerns about blasting, dust and truck traffic and has proposed mitigation, traffic-routing options (including a Highway 30–Route 207 access road).
JFK seeks MCK engagement; responses so far have been limited.
Bottom line JFK’s plan uses established, safe methods, offers transparent monitoring and significant community revenue, and includes an offer to end quarry operations. It is solely because
JFK has been unable to obtain timely responses from MCK that it was forced to file legal proceedings. The goal remains the same: to put in place a responsible restoration plan, which will benefit the Mohawk Council of Kahnawake, the Community and the Quarry. JFK urges MCK to negotiate in good faith to put the plan in motion.
