Fewer people in the building doesn't mean less risk. It often means more.

When a building empties over the summer, its water systems don't stand down. Outlets that normally get used several times a day go untouched, water stops moving in the pipes and tanks, and stagnant water in warm weather is exactly what Legionella needs.

The fix is simple and it's the same lesson the last fifty years keep teaching: keep the water moving. Flush little-used outlets weekly and log it, and keep tanks and pipework turning over even when the building feels quiet.
