Thank you to Janet Finch-Saunders AM and the Bangor, Conwy, Môn candidate Harry Saville and for their vision on the industry's future. Thank you for your email regarding the SFS. Dylan had asked me to respond as the council’s Rural Estates Manager. Please accept my apologies for the delay in replying to you.

The council does not have a blanket objection to our tenants entering the SFS and is generally supportive of them ensuring financial security. However, participation must comply with their respective tenancy agreements, and some actions (such as tree planting or habitat creation) may require landlord consent.

Regarding your two queries:

i) Identifying and reaching the minimum 10% threshold or above of habitat required for the scheme

Should tenants contact us with a request, we will consider their proposal on a case-by-case basis, having regard to their tenancy terms and nature of their smallholding. We will aim to be fair and work with tenants to identify suitable locations on their holdings for permanent habitat creation where appropriate. We will support tenants to identify temporary habitat options where permanent habitat is not feasible.

ii) The planting of 250 trees per holding - irrelevant of the size of the holding

The previous proposal for 10% tree cover has been removed, and tenants must prepare a tree and hedgerow planting plan and plant approximately 250 trees (0.1 ha) by 2028. The smallest holding on our estate that would likely enter the SFS is 1.99 hectares (4.99 acres) of bare land. To put this in context, our smallest holding would be required to plant around 5% of cover. This would be much more palatable to both landlord and tenant compared to the previous proposal of 10% tree cover.

The council recognises that the phasing out of the BPS (60% in 2026, 40% in 2027, 20% in 2028, and 0% by 2029) will impact farm incomes. We will take the loss of land for grazing into account when reviewing rents to ensure a fair and sustainable approach.

We are currently developing internal guidance and will share further details with tenants shortly. In the meantime, please encourage tenants to review their tenancy agreements and contact us if they require consent for scheme actions. If there are any tenants in particular who have approached you for guidance on this issue, please let me know. I’m happy to have an initial discussion with them on the possibility of assisting them to meet the SFS requirements.
