ਮੇਅਰ ਪ੍ਰਿੰਸੀਪਲ ਇੰਦਰਜੀਤ ਕੌਰ ਜੀ ਅਤੇ ਨਗਰ ਨਿਗਮ ਕਮਿਸ਼ਨਰ ਸ਼੍ਰੀ ਓਜਸਵੀ ਅਲੰਕਾਰ, ਆਈਏਐਸ ਜੀ ਦੀ ਰਹਿਨੁਮਾਈ ਹੇਠ, ਵਿਸ਼ਵ ਬੈਂਕ ਅਤੇ ਏ.ਆਈ.ਆਈ.ਬੀ. ਵੱਲੋਂ ਵਿੱਤੀ ਸਹਾਇਤਾ ਪ੍ਰਾਪਤ ਲੁਧਿਆਣਾ ਨਹਿਰੀ ਪਾਣੀ ਸਪਲਾਈ ਪ੍ਰੋਜੈਕਟ ਗੁਣਵੱਤਾ, ਸੁਰੱਖਿਆ ਅਤੇ ਲੋਕਾਂ ਦੀ ਸਹੂਲਤ ਨੂੰ ਪਹਿਲ ਦਿੰਦਿਆਂ ਲਗਾਤਾਰ ਅੱਗੇ ਵੱਧ ਰਿਹਾ ਹੈ। ਇਸ ਦੌਰਾਨ ਜਿੱਥੇ ਪਾਈਪਲਾਈਨ ਵਿਛਾਉਣ ਦਾ ਕੰਮ ਮੁਕੰਮਲ ਹੋ ਚੁੱਕਾ ਹੈ, ਉੱਥੇ ਸੜਕਾਂ ਦੀ ਬਹਾਲੀ ਦਾ ਕੰਮ ਵੀ ਤੇਜ਼ੀ ਨਾਲ ਜਾਰੀ ਹੈ। ਮਾਡਲ ਟਾਊਨ–ਦੁੱਗਰੀ, ਸ਼ਮਸ਼ਾਨ ਘਾਟ ਰੋਡ ਅਤੇ ਕਿਚਲੂ ਨਗਰ ਰੋਡ ਸਮੇਤ ਵੱਖ-ਵੱਖ ਮੁੱਖ ਸਥਾਨਾਂ ’ਤੇ ਕੰਮ ਪ੍ਰਗਤੀ ਅਧੀਨ ਹੈ।
ਪ੍ਰੋਜੈਕਟ ਪੂਰਾ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਗੁਣਵੱਤਾ ਅਤੇ ਮਜ਼ਬੂਤੀ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਪਾਈਪਲਾਈਨ ਦੀ ਹਾਈਡ੍ਰੋਟੈਸਟਿੰਗ ਵਿਵਸਥਿਤ ਅਤੇ ਨਿਰਧਾਰਤ ਸਮੇਂ ਅਨੁਸਾਰ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਮਨਜ਼ੂਰਸ਼ੁਦਾ ਤਕਨੀਕੀ ਮਾਪਦੰਡਾਂ ਅਨੁਸਾਰ ਸੜਕਾਂ ਦੀ ਬਹਾਲੀ ਦਾ ਕੰਮ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਲੋੜੀਂਦੀਆਂ ਤਕਨੀਕੀ ਜਾਂਚਾਂ ਤੇ ਕੁਆਲਿਟੀ ਕੰਟਰੋਲ ਉਪਾਅ ਵੀ ਯਕੀਨੀ ਬਣਾਏ ਜਾ ਰਹੇ ਹਨ।
ਪੀਆਈਯੂ ਅਤੇ ਤਕਨੀਕੀ ਟੀਮਾਂ ਵੱਲੋਂ ਪਾਈਪਲਾਈਨ ਟੈਸਟਿੰਗ, ਸੜਕਾਂ ਦੀ ਬਹਾਲੀ, ਸਾਈਟ ਸੁਰੱਖਿਆ, ਟ੍ਰੈਫਿਕ ਪ੍ਰਬੰਧਨ ਅਤੇ ਲੋਕਾਂ ਦੀ ਸਹੂਲਤ ਦੀ ਲਗਾਤਾਰ ਨਿਗਰਾਨੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਤਾਂ ਜੋ ਪ੍ਰੋਜੈਕਟ ਦਾ ਕੰਮ ਸੁਚੱਜੇ ਅਤੇ ਸੁਰੱਖਿਅਤ ਢੰਗ ਨਾਲ ਅੱਗੇ ਵਧੇ ਅਤੇ ਸ਼ਹਿਰ ਵਾਸੀਆਂ ਨੂੰ ਹੋਣ ਵਾਲੀ ਅਸੁਵਿਧਾ ਨੂੰ ਘੱਟ ਤੋਂ ਘੱਟ ਰੱਖਿਆ ਜਾ ਸਕੇ।

ਪ੍ਰੋਜੈਕਟ ਪੂਰਾ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਗੁਣਵੱਤਾ ਅਤੇ ਮਜ਼ਬੂਤੀ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਪਾਈਪਲਾਈਨ ਦੀ ਹਾਈਡ੍ਰੋਟੈਸਟਿੰਗ ਵਿਵਸਥਿਤ ਅਤੇ ਨਿਰਧਾਰਤ ਸਮੇਂ ਅਨੁਸਾਰ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਮਨਜ਼ੂਰਸ਼ੁਦਾ ਤਕਨੀਕੀ ਮਾਪਦੰਡਾਂ ਅਨੁਸਾਰ ਸੜਕਾਂ ਦੀ ਬਹਾਲੀ ਦਾ ਕੰਮ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਲੋੜੀਂਦੀਆਂ ਤਕਨੀਕੀ ਜਾਂਚਾਂ ਤੇ ਕੁਆਲਿਟੀ ਕੰਟਰੋਲ ਉਪਾਅ ਵੀ ਯਕੀਨੀ ਬਣਾਏ ਜਾ ਰਹੇ ਹਨ।
ਪੀਆਈਯੂ ਅਤੇ ਤਕਨੀਕੀ ਟੀਮਾਂ ਵੱਲੋਂ ਪਾਈਪਲਾਈਨ ਟੈਸਟਿੰਗ, ਸੜਕਾਂ ਦੀ ਬਹਾਲੀ, ਸਾਈਟ ਸੁਰੱਖਿਆ, ਟ੍ਰੈਫਿਕ ਪ੍ਰਬੰਧਨ ਅਤੇ ਲੋਕਾਂ ਦੀ ਸਹੂਲਤ ਦੀ ਲਗਾਤਾਰ ਨਿਗਰਾਨੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਤਾਂ ਜੋ ਪ੍ਰੋਜੈਕਟ ਦਾ ਕੰਮ ਸੁਚੱਜੇ ਅਤੇ ਸੁਰੱਖਿਅਤ ਢੰਗ ਨਾਲ ਅੱਗੇ ਵਧੇ ਅਤੇ ਸ਼ਹਿਰ ਵਾਸੀਆਂ ਨੂੰ ਹੋਣ ਵਾਲੀ ਅਸੁਵਿਧਾ ਨੂੰ ਘੱਟ ਤੋਂ ਘੱਟ ਰੱਖਿਆ ਜਾ ਸਕੇ।

ਆਈ.ਆਈ.ਟੀ. ਰੁੜਕੀ ਦੀ ਤਿੰਨ ਮੈਂਬਰੀ ਮਾਹਿਰ ਟੀਮ ਵੱਲੋਂ ਵਿਸ਼ਵ ਬੈਂਕ ਅਤੇ ਏ.ਆਈ.ਆਈ.ਬੀ. ਦੀ ਵਿੱਤੀ ਸਹਾਇਤਾ ਨਾਲ ਚੱਲ ਰਹੀ ਲੁਧਿਆਣਾ ਨਹਿਰੀ ਪਾਣੀ ਸਪਲਾਈ ਸਕੀਮ ਪ੍ਰੋਜੈਕਟ ਦੀ ਦੋ ਦਿਨਾਂ ਤਕਨੀਕੀ ਸਮੀਖਿਆ ਕੀਤੀ ਗਈ। ਇਹ ਪ੍ਰੋਜੈਕਟ ਮੇਅਰ ਪ੍ਰਿੰਸੀਪਲ ਇੰਦਰਜੀਤ ਕੌਰ ਅਤੇ ਨਗਰ ਨਿਗਮ ਕਮਿਸ਼ਨਰ ਸ਼੍ਰੀ ਓਜਸਵੀ ਅਲੰਕਾਰ, ਆਈ.ਏ.ਐਸ. ਦੀ ਅਗਵਾਈ ਹੇਠ ਨਗਰ ਨਿਗਮ ਲੁਧਿਆਣਾ ਵੱਲੋਂ ਲਾਗੂ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।
ਮਾਹਿਰ ਟੀਮ ਵਿੱਚ ਡਾ. ਸੁਦੀਪਤਾ ਸਰਕਾਰ, ਡਾ. ਰਾਜੀਬ ਚੌਧਰੀ ਅਤੇ ਡਾ. ਸੋਨਾਲੀਸਾ ਰੇ, ਸਿਵਲ ਇੰਜੀਨੀਅਰਿੰਗ ਵਿਭਾਗ, ਆਈ.ਆਈ.ਟੀ. ਰੁੜਕੀ ਦੇ ਪ੍ਰੋਫੈਸਰ ਸ਼ਾਮਲ ਸਨ। ਪ੍ਰੋਜੈਕਟ ਇੰਮਪਲੀਮੇਂਟੇਸ਼ਨ ਯੂਨਿਟ (ਪੀ.ਆਈ.ਯੂ.) ਵੱਲੋਂ ਨਿਗਰਾਨ ਇੰਜੀਨੀਅਰ ਡਾ. ਪਾਰੁਲ ਗੋਇਲ ਅਤੇ ਪ੍ਰੋਜੈਕਟ ਮੈਨੇਜਰ ਇੰਜੀ. ਗੁਰਵਿੰਦਰ ਪਾਲ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਹੇਠ ਹੋਰ ਤਕਨੀਕੀ ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਕਾਰਜਕਾਰੀ ਏਜੰਸੀ ਦੇ ਨੁਮਾਇੰਦਿਆਂ ਨੇ ਸਮੀਖਿਆ ਵਿੱਚ ਭਾਗ ਲਿਆ।
ਦੌਰੇ ਦੌਰਾਨ ਮਾਹਿਰਾਂ ਨੇ ਪਿੰਡ ਬਿਲਗਾ ਵਿਖੇ 580 ਐਮ.ਐਲ.ਡੀ. ਸਮਰੱਥਾ ਵਾਲੇ ਵਾਟਰ ਟ੍ਰੀਟਮੈਂਟ ਪਲਾਂਟ (ਡਬਲਿਊ.ਟੀ.ਪੀ.), ਵੱਖ-ਵੱਖ ਨਿਰਮਾਣ ਅਧੀਨ ਪਾਣੀ ਦੀਆਂ ਟੈਂਕੀਆਂ ਅਤੇ ਚੱਲ ਰਹੇ ਐਮ.ਐਸ. ਪਾਈਪਲਾਈਨ ਕਾਰਜਾਂ ਦਾ ਨਿਰੀਖਣ ਕੀਤਾ। ਟੀਮ ਨੇ ਨਿਰਮਾਣ ਕਾਰਜਾਂ ਦੀ ਪ੍ਰਗਤੀ ਦਾ ਜਾਇਜ਼ਾ ਲਿਆ, ਇੰਜੀਨੀਅਰਾਂ ਅਤੇ ਸਾਈਟ ਟੀਮਾਂ ਨਾਲ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਕੀਤਾ ਅਤੇ ਵੱਖ-ਵੱਖ ਸਥਾਨਾਂ 'ਤੇ ਚੱਲ ਰਹੇ ਕਾਰਜਾਂ ਦੀ ਪ੍ਰਗਤੀ ਅਤੇ ਕਾਰਜ-ਪ੍ਰਣਾਲੀ ਦਾ ਮੁਲਾਂਕਣ ਕੀਤਾ।
ਇਸ ਮੌਕੇ ਤਕਨੀਕੀ ਚੁਣੌਤੀਆਂ ਅਤੇ ਸਾਈਟ ਪੱਧਰ ਦੇ ਮੁੱਦਿਆਂ 'ਤੇ ਵਿਸਤ੍ਰਿਤ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਕੀਤਾ ਗਿਆ। ਇਸ ਦੌਰਾਨ ਆਈ.ਆਈ.ਟੀ. ਰੁੜਕੀ ਦੀ ਟੀਮ ਵੱਲੋਂ ਕੰਮ ਦੀ ਕਾਰੀਗਰੀ, ਨਿਰਮਾਣ ਗੁਣਵੱਤਾ ਅਤੇ ਤਾਲ-ਮੇਲ ਨੂੰ ਹੋਰ ਬਿਹਤਰ ਬਣਾਉਣ ਲਈ ਕੀਮਤੀ ਤਕਨੀਕੀ ਸੁਝਾਅ ਦਿੱਤੇ ਗਏ। ਮਾਹਿਰਾਂ ਨੇ ਪ੍ਰੋਜੈਕਟ ਅਧੀਨ ਹਾਸਲ ਕੀਤੀ ਲਗਭਗ 48 ਫੀਸਦੀ ਭੌਤਿਕ ਪ੍ਰਗਤੀ ਅਤੇ ਪ੍ਰੋਜੈਕਟ ਦੇ ਪ੍ਰਮੁੱਖ ਹਿੱਸਿਆਂ ਵਿੱਚ ਚੱਲ ਰਹੇ ਕੰਮ ਦੀ ਰਫ਼ਤਾਰ ਦੀ ਸ਼ਲਾਘਾ ਕੀਤੀ।

Good Practices at LBWSS: Safety, Sustainability & People First Approch
Under the visionary leadership and guidance of Mayor Principal Inderjit Kaur and Municipal Commissioner Shri Ojasvi Alankar, IAS, the project teams are continuously adopting good practices that place worker safety, environmental protection, quality, and public welfare at the forefront in the World Bank and AIIB-funded Ludhiana Bulk Water Supply Scheme (LBWSS).

Safety remains an integral part of project ex*****on. Regular inspections of crawler cranes, excavators, DG sets, cutting equipment and other machinery are conducted at project sites. Oxygen levels inside MS pipelines are monitored before and during work, while electrical safety and hot-work training are imparted to workers. During the 55th National Safety Week-2026, a safety quiz was also organised for workmen to strengthen awareness and promote a strong safety culture. Personal Flotation Devices (PFDs) are provided to riggers and helpers working near the Sidhwan Canal.

Environmental and housekeeping measures include hard barricading, green netting, water sprinkling, clean workspaces for labour, and proper site management. Motivational safety slogans are displayed at worksites, while plantation drives ensure that visiting guests contribute to a greener project by planting saplings.

People’s concerns are equally prioritised. Through the Grievance Redressal Mechanism, 122 grievances received through telephone calls, social media, M-Seva and print media—including water leakage, road restoration, sewer connection issues, dust, soil disposal, open excavations, parks, C&D waste, farmer concerns and waterlogging—have been attended to and resolved in a timely manner, with concerned citizens informed accordingly.

Project Teams Always Ready to Serve the Citizens of Ludhiana!

Under the able leadership and guidance of Mayor Principal Inderjit Kaur and Municipal Commissioner Shri Ojasvi Alankar, IAS, the teams of the World Bank and AIIB-funded Ludhiana Bulk Water Supply Project remain on round-the-clock duty to ensure public safety, convenience, and the smooth movement of traffic across the city.

Immediately after the heavy rainfall on Thursday morning, the project's technical and support teams actively mobilized and conducted on-site inspections of all ongoing project locations. Necessary safety measures, including hard barricading, traffic diversions, cautionary signage, and other essential safety arrangements, were implemented without delay to ensure that citizens faced minimal inconvenience.

Project teams continue to remain actively deployed in the field, responding promptly to public complaints and undertaking immediate corrective measures wherever required. The teams remain fully committed to implementing all prescribed safety protocols and maintaining the highest standards of public safety throughout the ex*****on of the project.

Under the guidance of Mayor Principal Inderjit Kaur and Municipal Commissioner Shri Ojasvi Alankar, IAS, the World Bank and AIIB-funded Ludhiana Bulk Water Supply Project is progressing steadily with strict adherence to World Bank & AIIB Environmental, Social, Health and Safety (ESHS) standards, quality protocols, and citizen-centric project management.

Even during the monsoon season, the Technical, Project Implementation Unit (PIU), Environmental & Social (E&S), and field teams remain actively deployed across the city to ensure uninterrupted project progress while safeguarding public safety. From prompt restoration of water supply lines at Kitchlu Nagar, hydro testing of newly laid MS pipelines, RCC road restoration, and surplus soil removal at Leisure Valley Park to traffic management, barricading, site inspections, and continuous quality monitoring, every activity is being carried out with utmost care and responsibility.

Whenever a complaint or public concern is received, dedicated field teams immediately mobilize to the site, assess the situation, coordinate with all concerned departments, and undertake timely corrective measures to minimize inconvenience and restore normalcy at the earliest. Continuous field surveillance, preventive inspections, and rapid response mechanisms are in place to ensure the safety of residents, commuters, and project workers throughout the ex*****on period.
