There has been widespread circulation of misleading information on social media and in news media in Arunachal Pradesh regarding the arrest of Gumin Mize, President of the Arunachal Pradesh Anti-Drug Warrior organization. In this context, Lakhimpur Police would like to clearly present the following facts.
Background of the Present Case: Victim Rupam Kakoti and Accused Gumin Mize
Rupam Kakoti, son of Shri Babu Kakoti, is a resident of Sesa Rajgarh village (under Simoluguri Police Outpost, Bihpuria Police Station, Lakhimpur district). He is the husband of the complainant, Poli Kakoti.
Rupam Kakoti is a tea cultivator by profession. Since 2024, he had become addicted to drugs. From the beginning of the current year, he has been trying to overcome his addiction under medical supervision and is presently undergoing the detoxification phase.
On 06-02-2026 at around 3:00 PM, while he was working in his tea garden, 5–6 persons in civilian clothes from Arunachal Pradesh entered his residence and forcibly took him away along with his Bolero vehicle. Near the Doimukh area, the group stopped their vehicle and demanded ₹7 lakh from Rupam Kakoti, threatening to implicate him in a drug case in Arunachal Pradesh if he failed to pay. According to Rupam Kakoti’s allegation, even after the demanded amount was paid, the same individuals planted 51 grams of contraband on him and handed him over to Banderdewa Police Station.
Based on this incident, Banderdewa PS Case No. 08/2026 was registered on 06-02-2026 at 7:10 PM under Sections 20(b)(ii)(A)/21(b) of the NDPS Act. He was remanded to judicial custody and later granted bail on 10-04-2026. The case was charge-sheeted on 04-05-2026 vide C.S. No. 12/2026.
On 15-05-2026 at around 1:30 PM, another group again arrived at his residence. The complainant initially stated that there were 10–12 persons, but investigation later revealed that the group actually consisted of 8 individuals. This group was different from the earlier kidnapping group. Six of them entered the house while the others waited on the road. The identified persons are:
Gumin Mize
Tole Ete
Kaling Talam
Galo Talam
Chumpa
Sumeshwar Basumatary
Two other persons who came along with Sumeshwar Basumatary have not yet been identified. Their identification will be completed after their arrest.
The group arrived in the following vehicles:
A Bolero without a number plate
Toyota Taisor (Registration No. AR09E0525)
A Maruti Suzuki vehicle without a number plate
The accused persons forcibly entered Rupam Kakoti’s residence and attempted to abduct him. Due to his previous experience, Rupam Kakoti fled through the tea garden. The accused chased him and fired two rounds, but failed to capture him.
The following day, the same group again came to his residence. Local villagers gathered and resisted them. Seeing the crowd, the accused fled from the spot. This time they had arrived in two vehicles and three motorcycles. Due to the chaotic situation, all the vehicles could not be identified, but villagers managed to seize one motorcycle bearing registration number AR01U6417.
Preliminary investigation revealed that the group was led by Gumin Mize (43 years old), son of Late Tagen Mize, resident of village Chibut, Police Station Pasighat, East Siang district, Arunachal Pradesh. He claims himself to be the President of an unregistered organization/NGO called “Arunachal Pradesh Anti-Drug Warrior.” He is quite popular on social media and is associated with several organizations of the Adi community.
Investigation has further revealed that during the attempt to capture Rupam Kakoti on 15-05-2026, it was Gumin Mize who fired two rounds from his .22 revolver.
Based on spot inspection, examination of the victim, accused persons, local residents, and information collected from Arunachal Pradesh Police, it has emerged that Gumin Mize is a person of suspicious character who allegedly frequently harassed the Arunachal Pradesh police administration by using the names of influential MPs and MLAs belonging to the Adi and Galo communities. It has also been reported that due to his popularity on social media, local police often hesitated to take strict action against him.
Without informing or coordinating with either the Assam Police or Arunachal Pradesh Police administration in any manner, the accused persons forcibly entered a private residence in Assam, attempted to abduct a person, and opened fire using fi****ms. Their actions clearly reflect criminal intentions such as kidnapping, intimidation, extortion, and related offences, all carried out under the guise of anti-drug operations.
It is also noteworthy that immediately after being contacted by Lakhimpur Police, Arunachal Pradesh Police responded promptly and detained the accused. Subsequently, Lakhimpur Police brought him into their custody from Itanagar Police Station.
In connection with this incident, Bihpuria PS Case No. 72/2026 has been registered under Sections 329(1)/329(2)/117(1)/117(2)/109/312/324/74/3(5) of the BNS and Sections 27(1)/27(2) of the Arms Act. Investigation is continuing. After completion of a two-day police remand, Gumin Mize has been sent to judicial custody.
Gumin Mize had no lawful authority to conduct unilateral operations inside Assam in the name of an unregistered NGO. Therefore, the incident prima facie discloses offences such as kidnapping, criminal intimidation, extortion, unlawful trespass, and illegal use of fi****ms, all allegedly committed under the cover of anti-drug activities.
