大分県別府市の「地獄巡り温泉」は、日本を代表する温泉観光地として発展してきました。鉄輪・亀川エリアを中心に点在する高温の噴気や熱泥、熱湯噴出地を巡る観光資源であり、「海地獄」「血の池地獄」「龍巻地獄」など7つの地獄が広く知られています。これらは古くから地域住民に親しまれてきた自然現象であり、現在では別府観光の象徴的存在となっています。

別府温泉は、戦後から高度経済成長期にかけて全国有数の温泉観光地として急速に発展しました。1970年代には団体旅行ブームを背景に多くの観光客が訪れ、地域経済を支える基幹産業として成長しました。しかし、その後は旅行スタイルの個人化やレジャーの多様化により、一時的に観光客数や宿泊者数が減少しました。

近年は、インバウンド需要の回復や体験型観光への転換によって、再び注目を集めています。別府市の観光統計によると、2023年の観光客数は約680万人となり、前年から大きく回復しました。また、宿泊客数も増加傾向にあり、温泉体験に加えて地域食文化や自然体験を組み合わせた滞在型観光が広がっています。

このように、別府の地獄巡り温泉は、単なる観光資源にとどまらず、地域経済、交流人口、地域ブランド形成、さらには定住促進までを支える総合的な地域資源として発展を続けています。今後は、持続可能な観光と地域住民との共生を両立しながら、地域全体の価値向上につなげていくことが重要な課題になると考えられています。

Beppu’s “Jigoku Meguri” (Hell Tour) hot springs in Oita Prefecture have developed into one of Japan’s most well-known hot spring tourism destinations. Centered around the Kannawa and Kamegawa areas, the attraction consists of geothermal sites featuring boiling water, hot mud, and steam vents. Among the most famous are Umi Jigoku (Sea Hell), Chinoike Jigoku (Blood Pond Hell), and Tatsumaki Jigoku (Tornado Hell). These natural geothermal phenomena have long been familiar to local residents and today serve as symbolic attractions representing Beppu tourism.

From the postwar period through Japan’s era of rapid economic growth, Beppu Onsen expanded rapidly as one of the country’s leading hot spring resort areas. During the 1970s, supported by the boom in group travel tourism, large numbers of visitors traveled to Beppu each year, making tourism a core industry that supported the local economy. However, as travel preferences shifted toward independent travel and leisure activities diversified, visitor numbers and overnight stays temporarily declined.

In recent years, Beppu has regained attention due to the recovery of inbound tourism and the growing popularity of experience-based travel. According to tourism statistics released by Beppu City, the number of tourists reached approximately 6.8 million in 2023, showing a significant recovery compared with the previous year. Overnight stays have also been increasing, driven by tourism experiences that combine hot springs with local cuisine, cultural experiences, and nature-based activities.

The economic impact on the surrounding region is substantial. Hot spring tourism supports not only the accommodation industry, but also restaurants, transportation services, souvenir businesses, agriculture, and fisheries. For example, “Jigoku-mushi” cuisine, which uses geothermal steam for cooking, has contributed to enhancing regional food culture while promoting local production and consumption. In addition, Beppu has expanded the use of geothermal resources for energy applications and regional business development, further diversifying its local economy.

In terms of exchange population and tourism development, Beppu is actively promoting itself as a “stay-oriented tourism city.” Traditionally, the city faced challenges due to a high proportion of day-trip visitors, but recent efforts have focused on encouraging longer stays and experiential tourism. Cooperation with neighboring Yufu City, broader regional tourism initiatives, and improved services for international visitors are helping to attract a wider variety of domestic and overseas tourists.

Furthermore, Beppu is also advancing policies aimed at encouraging long-term settlement and regional retention through tourism. The presence of Ritsumeikan Asia Pacific University (APU) has created an internationally diverse local environment, fostering interaction between local residents, international students, and younger generations. In addition, initiatives related to workcation programs and migration support, taking advantage of Beppu’s unique hot spring environment, are helping transform tourism-driven visitor flows into longer-term relationships and even permanent residency.

In this way, Beppu’s Jigoku Meguri hot springs have evolved beyond being a simple sightseeing attraction. They now function as a comprehensive regional asset that supports the local economy, tourism exchange population, regional branding, and even long-term settlement promotion. Looking ahead, balancing sustainable tourism development with coexistence alongside local communities will remain an important challenge for the region.
