Raising the bar: Advancing responsible drinking in
Yesterday marked the launch of Developing a Policy Landscape in Cambodia to Combat Harmful Alcohol Consumption—a landmark report by the Southeast Asia Public Policy Institute and the Asian Vision Institute. It presents an evidence-based agenda to reduce alcohol-related harm while supporting Cambodia’s thriving nightlife and alcohol sectors.
Alcohol is deeply woven into Cambodia’s culture and economy—from traditional drinks like sra sor (rice liquor) to the rise of artisanal brands and international investment.
The new report, grounded in new consumer data calls for a shared approach to managing alcohol-related risks, particularly in areas such as underage consumption, drink-driving, and unregulated sales. A national survey of over 1,300 Cambodians reveals that 86% of adults consume alcohol, with most drinking moderately. However, around 26% reported binge drinking, and 13% said they had their first drink before the age of 18. Misconceptions are also widespread: more than 60% of respondents believe beer is “safer” than other types of alcohol, despite similar alcohol by volume (ABV) levels.
There is strong public appetite for clearer guidance and educational campaigns backed by the government, industry and civil society. 90% of respondents are supportive of the introduction of national drinking guidelines and standardised labelling, while nearly all agree that education on responsible drinking should begin early and be widely available. Pernod Ricard and our fellow industry stakeholders have led consumer awareness campaigns in countries across APAC and there are many success stories on which we can continue to build a sustainable regulatory framework and positive culture for alcohol use.
The report outlines practical steps to help bridge policy gaps, including:

👍 Defining a ‘standard drink’ and developing clear drinking guidelines
👍 Strengthening enforcement of existing drink-driving laws, especially in rural areas
👍 Promoting consumer education and responsible serving practices
With cooperation between government, producers, hospitality partners and civil society, has an opportunity to build a responsible drinking culture that protects health, supports informed choice, and ensures long-term industry growth.
