កងទ័ពសៀមបានប្រើប្រាស់យន្តហោះចម្បាំងF-16 ពាំគ្រាប់បែកទម្លាក់លើមូលដ្ឋានទ័ពកម្ពុជា និងប្រជាជនស្លូតត្រង់គឺជាការរំលោភបំពានកិច្ចព្រមព្រៀងទិញ-លក់ចុងក្រោយ (end-user agreements ឬ EUA) របស់អាមេរិកទាំងស្រុង។
ព្រោះរាល់ការកុម្ម៉ង់ទិញគ្រឿងសព្វាវុធពីអាមេរិកតែងតែភ្ជាប់មកជាមួយនូវលក្ខខណ្ឌជាក់លាក់ដើម្បីការពារសិទ្ធិមនុស្ស។
ទី១.មុនបញ្ចេញយន្តហោះច្បាំង F-16 ត្រូវសុំការអនុញ្ញាតពីយោធាអាមេរិក។
ទី២.ហាមមិនឲ្យប្រើ F-16 ដើម្បីប្រតិបត្តិការឈ្លានពាន។
ទី៣.ត្រូវប្រាកដថាប្រទេសជម្លោះគឺជាក្រុមភេរវករ និងក្រុមបះបោរ។

The Siamese army used F-16 fighter jets to drop bombs on Cambodian military bases and innocent people, which is a violation of the US end-user agreements (EUAs) completely, because every order to buy weapons from the US always comes with specific conditions to protect human rights.
1. Before releasing the F-16 fighter jets, permission must be sought from the US military.
2. It is forbidden to use the F-16 for aggressive operations.
3. Make sure that the conflicting country is a terrorist group and a rebel group.
If any country violates the EUA principles, the US will stop the sale of weapons and lead to sanctions.
