CISANET recently participated in an engagement with the Parliamentary Committee on Natural Resources and Climate Change held at Parliament Building in Lilongwe. The engagement brought together key stakeholders to discuss climate finance, disaster preparedness, and climate resilience in Malawi.

The engagement also provided an opportunity to present and discuss key findings and recommendations from assessments on international climate finance commitments and national climate finance budget allocations. The discussions were intended to support informed parliamentary oversight and decision-making while highlighting the need for adequate, predictable, and effectively managed resources to address the impacts of climate change.

CISANET Presents 2026/27 National Budget Analysis to Parliamentary Committees

The Civil Society Agriculture Network (CISANET) in collaboration with Centre for Agricultural Research and Development (CARD-LUANAR) this evening convenes Parliamentary Committees on Agriculture and Irrigation, and Budget and Finance to present findings from its analysis of Malawi's 2026/27 National Budget.

The 2026/27 National Budget Analysis Report offers a comprehensive assessment of the MWK 10.978 trillion national budget from an agricultural transformation and food systems perspective. The analysis examines whether public spending priorities are adequate to drive sustainable agricultural growth, improve food security and strengthen resilience across Malawi's food systems.

Among its key objectives, the study assesses the alignment of the national budget with Malawi's development agenda under Malawi Vision 2063 (MV2063) and regional and continental commitments under the Comprehensive Africa Agriculture Development Programme (CAADP). It also evaluates the extent to which budget allocations support strategic investments required to transform the agriculture sector into a productive, commercialized and resilient engine of economic growth.
This engagement is being held at Annavilla Hotel in Lilongwe.

CISANET convened district stakeholder engagement meetings in Mchinji and Lilongwe to strengthen market information systems and improve market access for smallholder farmers. The meetings aimed to build stakeholder commitment towards developing effective market information systems while fostering stronger collaboration among district councils, government institutions, civil society organizations (CSOs), and private sector actors in the design, implementation, and long-term sustainability of these systems.

A key highlight of the meeting was the emphasis on equipping smallholder farmers with the knowledge and tools needed to access structured markets at both national and international levels. Participants explored how reliable market information can enable farmers to make informed marketing decisions, negotiate better prices, and expand their market opportunities beyond local trading channels.

“Transforming the agriculture sector requires collective action, strong advocacy, and evidence-based interventions exactly what CISANET has consistently championed over the years as a trusted platform for Civil Society Organizations working in the agriculture sector,” said Dr. Eluphy Nyirenda, Country Director of AGRA Malawi.

She reaffirmed AGRA Malawi’s commitment to four key strategic areas. The first is strengthening policy and advocacy for farmers through the generation of evidence that supports programmes aimed at amplifying farmers’ voices in both national and district-level policy processes. She noted that this is critical to achieving Malawi’s Vision 2063.

Secondly, she highlighted the importance of advancing food systems transformation by prioritizing farmers’ access to certified seeds, innovation, financing, and expanded market opportunities, particularly for farmers who need them most.

Dr. Nyirenda further emphasized the need to deepen partnerships and coordination by promoting a collaborative approach in which government, the private sector, and civil society organizations work together towards agricultural transformation.

In addition, she stated that AGRA Malawi remains committed to investing in capacity building and youth engagement in order to nurture the next generation of agricultural leaders. She therefore reaffirmed AGRA Malawi’s commitment to collaborating with CISANET to strengthen institutional capacity and create more opportunities for young people and women to take leading roles in driving the desired transformation within the agriculture sector.
