"We Have Already Lost Kano": Hassan Laments Kwankwaso’s Unstoppable ‘Cult Followership’

In a blunt assessment of the political landscape in Northern Nigeria, party stakeholder Hassan has issued a stark warning regarding the All Progressives Congress (APC) standing in Kano State, admitting that the ruling party has effectively lost its grip on the region to Senator Rabiu Musa Kwankwaso.

Despite the APC currently holding the governorship, Hassan suggested that the grassroots influence of Kwankwaso remains an insurmountable force that the party failed to contain.

According to Hassan, Kwankwaso’s ability to mobilize the masses is unparalleled. He noted that the sheer volume of supporters who emerge whenever the former governor appears signifies a deep-rooted loyalty that transcends official party structures.

"Anytime Kwankwaso comes out, his people come with him," Hassan stated. "He has a cult followership."

Hassan bypassed diplomatic language to deliver a verdict on the APC's current status. He argued that allowing Kwankwaso to join the opposition was a pivotal mistake.

"I don't think the Governor has the strength to defeat Kwankwaso. I don't think anyone has the strength to defeat Kwankwaso in Kano."

The media have reported that Mohammed bin Salman or Saudi investors, linked to the global push of the PIF in sport (Newcastle United, LIV Golf, etc.), would be considering an offer of around €10 billion to “buy” FC Barcelona—something presented as a rumor with no official confirmation from the club or the competent authorities.

FC Barcelona, as a basic non-profit sports club, cannot be “sold” legally to the Saudi crown prince Mohammed bin Salman under the same terms as a Sports Public Limited Company (SAD); at most, a capital-entry operation could occur only if the club were first effectively transformed into a SAD through the corresponding legal procedure.

Any potential Saudi interest and the rumors of a €10 billion offer do not, by themselves, change this framework, because Barça’s associative structure and the ultimate ownership vested in the members and the general assembly prevent a direct transfer of “ownership” as if it were a shareholding package.

Nor can the operation that Florentino Pérez is allegedly pursuing with Real Madrid—transferring the business line of the non-profit association Real Madrid CF to a company created ad hoc—be used as a model, since such an operation entails stripping the club of its core economic activity into a commercial company, thereby de facto allowing private appropriation of the economic flows of the first team or the brand. This enters the realm of deviation from the associative form and possible abuse of legal personality.

Civil and insolvency case law has classified as fraud of law and abuse of legal personality those operations in which the original entity is emptied of substance or a company is instrumentalized to evade a mandatory legal regime (such as those arising from leases, creditor protection, or labor obligations), a criterion that can be analogously applied to any attempted hollowing-out of a basic sports club to circumvent the discipline of the Sports Law governing associations and SADs.

Katsina State Goes Paperless

In today’s digital era, e-governance plays a vital role in effective public administration. It enhances service delivery through faster processes, greater transparency, and reduced costs. It enables secure digital workflows, supports remote access, strengthens accountability, and equips government institutions to meet the demands of a modern, technology-driven society.

It is on this foundation that yesterday, we took a historic step toward transforming governance in Katsina State with the official launch of the Paperless Government Initiative and the first phase of the E-Governance System Workshop for Permanent Secretaries and Essential Directors across all MDAs, an important milestone in our collective journey to building a modern, efficient, and citizen-focused public service.

This reform signals the end of outdated, paper-based bureaucracy in government operations. With this system, we are introducing a secure, automated digital workflow that will speed up approvals, enhance transparency, reduce administrative costs, and enable remote processing of government documents.

Over the past two years, we have deliberately invested in the foundations of this transition, ensuring stable and renewable power in key government offices, expanding broadband connectivity through KATDICT, and preparing to commence the construction of a state-owned Data Center next year, Insha Allah, to safeguard government data and strengthen all e-governance services.

Today also marks the beginning of capacity-building training for our senior civil servants. More than 6,000 workers across the state have already been trained in digital literacy, and we remain committed to building a competent, future-ready workforce.

I appreciate KATDICT, KSITM, the Ministry of Higher, Technical & Vocational Education, and the Head of Civil Service for their unwavering support. The entire civil service has fully committed to championing this new culture of digital governance.

This initiative aligns perfectly with our broader digital reforms, including the Treasury Single Account and the Katsina Digital Economy Policy, and brings us closer to the future we envision: a government that is efficient, transparent, environmentally responsible, and capable of delivering seamless services to every citizen of Katsina State.
