It's a type of lumpia (Filipino spring roll).
It consists of a filling of julienned or cubed vegetables (like jicama and heart of palm) and ground meat or shrimp, seasoned with five-spice powder.
This filling is wrapped in a thin egg crepe or lumpia wrapper and then deep-fried.
