Sibuyan Island isn't just another mining site. It's a 44,500-hectare island where roughly 77% of documented species exist NOWHERE else on Earth. It holds a national park proclaimed in 1996 and ratified by Congress in 2018. It is the ancestral home of the Sibuyan Mangyan Tagabukid. And for over 50 years, a mining company has been trying to tear it open, and for the last three, its own residents have been the only thing standing in the way.
Here's what the record actually shows:

Sibuyan holds roughly 81% forest cover, among the densest, most intact forest in the Philippines, centered on Mt. Guiting-Guiting, a mountain range so isolated it functions as its own evolutionary bubble. That isolation is why the island is called the "Galapagos of Asia": rare endemic mammals, birds found on no other landmass on the planet, and forest species still being newly discovered as recently as 2021. The mountain isn't just scenery; it's the island's ONLY water source, feeding the Cantingas River (regularly cited as one of the cleanest rivers in the country) and roughly 44 waterfalls that entire coastal and farming communities depend on for drinking water, irrigation, and fisheries. Conservation groups estimate hundreds of thousands of trees could be felled if mining proceeds across APMC's concession, on an island with no second watershed to fall back on.
This isn't a "trade a forest for jobs" scenario. Damage the mountain, and you damage the water, the fisheries, the farms, and the ecotourism economy all at once, for everyone on the island, not just the area being mined.

Altai Philippines Mining Corporation (APMC) holds a 2009 mineral agreement that overlaps directly with the Mt. Guiting-Guiting Natural Park's buffer and strict-protection zones. Multiple Philippine outlets report the firm is linked to "Plastics King" William Gatchalian, with his son Kenneth Gatchalian serving as a director. Kenneth's brothers are Senator Sherwin Gatchalian and DSWD Secretary Rex Gatchalian. The company insists it is "not owned, controlled, or ran by any political personalities." Judge that claim for yourself.

According to DENR's own February 2023 inspection, APMC built a port causeway with no Environmental Compliance Certificate. No barangay clearance. No foreshore lease. No PPA private-port permit. DENR itself cited the company for violating the Clean Water Act and hazardous-waste laws and cutting trees without authorization.

Human rights investigators (Global Witness) report the "free, prior and informed consent" process with the island's Indigenous community was tainted by corruption allegations, serious enough that the NCIP issued its own separate stop order.

Anti-mining councilor Armin Marin was shot dead during a protest picket. The alleged gunman was reportedly security personnel for a mining consortium partnered with APMC. That case remains unresolved.

In February 2026, the Supreme Court denied residents' petition for a writ of kalikasan, NOT because it found their environmental concerns baseless but on a technicality: the damage wasn't spread across "two or more provinces." The Court itself said the ruling does NOT condone what's happening in Sibuyan.

A petition asking DENR to simply CANCEL Altai's mining agreement has sat with zero acknowledgment for over a year. Three municipalities. Three separate presidents petitioned. Two decades of resistance. One island whose residents have never stopped defending itβthrough human barricades, church backing, scientific solidarity statements, and now, three years of waiting for their own government to answer a single letter.
This is not a case of "development vs. obstruction." This is a permitted company operating with documented legal gaps, on protected land, against the will of the people who live there, while the family connected to it holds real political power.

1οΈβ£ Tag the Department of Environment and Natural Resources (DENR) and demand a public answer to the pending MPSA cancellation petition; silence is not neutral, it's a choice.
2οΈβ£ Share this post and sign a petition. Most Filipinos have never heard of Sibuyan. That silence is exactly what lets this continue.
3οΈβ£ Support and amplify Sibuyanons Against Mining and other organizations advocating for the protection of Sibuyan Island; follow them, share their updates, and donate if you can.
4οΈβ£ Contact your senators and representatives and ask them to push for a permanent, legislated mining ban for Sibuyan Island.
5οΈβ£ If you're a scientist, researcher, or journalist, Sibuyan's defenders are explicitly asking for documented, evidence-based support. Reach out to local environmental groups and assist in providing data to strengthen their legal and ecological claim.
An island that took millions of years to become what it is should not be worth less than the nickel underneath it.
