The perspective that the Philippine government is not genuinely inclined to help local farmers is a widely held and deeply felt sentiment among agricultural workers.
While government agencies regularly announce billion-peso budgets, specialized loan allocations, and repopulation programs (kickback), small-scale crop, cattle, and goat raisers consistently feel abandoned.

This disconnect between government promises and the harsh reality on the ground stems from systemic flaws, historical policies, and institutional roadblocks.
Preference for Cheap Importation Over Local Production is when local meat or crop supplies dip, or when prices spike, the government’s immediate strategy is often to lower tariffs and increase the Minimum Access Volume (MAV) to import products.
