📌 Clarifying the Complementary Roles of School Counselors and School Counselor Associates

🗣️ To address recent public discussions, PGCA wants to make one thing clear: expanding our school mental health workforce is necessary to address the serious counselor shortage, 𝐁𝐔𝐓 it must not mean erasing professional boundaries 🚧.

🤝 𝐀 𝐂𝐨𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐫𝐲 𝐀𝐩𝐩𝐫𝐨𝐚𝐜𝐡, 𝐍𝐨𝐭 𝐚 𝐑𝐞𝐩𝐥𝐚𝐜𝐞𝐦𝐞𝐧𝐭
🎓 School Counselors: Under RA 12080, this position is occupied by a Registered Guidance Counselor (RGC) or a Registered Psychologist. RGCs are regulated by the Professional Regulation Commission and possess the necessary graduate education, license, and legal authority to practice professional counseling ⚖️. They serve as the head of the school's Care Center 🏫.

🌱 School Counselor Associates (SCAs): This is a newly created, bachelor's-level support position designed to assist the School Counselor. SCAs play an essential role in preventive programs, mental health promotion, learner monitoring, and facilitating referrals 📋. However, they do not become licensed counselors by appointment and should not be represented to the public as substitutes for RGCs 🚫.

🔄 Importantly, if a Care Center only has School Counselor Associates, they are expected to facilitate referrals to a School Division Counselor when actual counseling is required.

The PGCA emphasizes that the solution is not "School Counselor versus School Counselor Associate," but rather 𝐛𝐨𝐭𝐡 𝐰𝐨𝐫𝐤𝐢𝐧𝐠 𝐜𝐨𝐥𝐥𝐚𝐛𝐨𝐫𝐚𝐭𝐢𝐯𝐞𝐥𝐲🧩. By ensuring roles are 𝐜𝐨𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐫𝐲 𝐫𝐚𝐭𝐡𝐞𝐫 𝐭𝐡𝐚𝐧 𝐢𝐧𝐭𝐞𝐫𝐜𝐡𝐚𝐧𝐠𝐞𝐚𝐛𝐥𝐞, we can provide a true continuum of care and protect the learners these laws were enacted to serve 🛡️. PGCA also calls upon the Department of Education to use precise terminology when implementing these roles 🎯.

📢 𝐂𝐚𝐥𝐥𝐬 𝐟𝐨𝐫 𝐀𝐜𝐭𝐢𝐨𝐧:
📈 𝐄𝐱𝐩𝐚𝐧𝐝 𝐭𝐡𝐞 𝐰𝐨𝐫𝐤𝐟𝐨𝐫𝐜𝐞, but 𝐩𝐫𝐞𝐬𝐞𝐫𝐯𝐞 𝐩𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥 𝐛𝐨𝐮𝐧𝐝𝐚𝐫𝐢𝐞𝐬.

💪 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧 𝐬𝐜𝐡𝐨𝐨𝐥 𝐜𝐨𝐮𝐧𝐬𝐞𝐥𝐨𝐫 𝐚𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐞𝐬, but do 𝐧𝐨𝐭 𝐫𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭 them as licensed counselors.

🔑 𝐈𝐧𝐜𝐫𝐞𝐚𝐬𝐞 𝐚𝐜𝐜𝐞𝐬𝐬 𝐭𝐨 𝐦𝐞𝐧𝐭𝐚𝐥 𝐡𝐞𝐚𝐥𝐭𝐡 𝐬𝐮𝐩𝐩𝐨𝐫𝐭, while ensuring that 𝐩𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥 𝐜𝐨𝐮𝐧𝐬𝐞𝐥𝐢𝐧𝐠 𝐫𝐞𝐦𝐚𝐢𝐧𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐡𝐚𝐧𝐝𝐬 𝐨𝐟 𝐪𝐮𝐚𝐥𝐢𝐟𝐢𝐞𝐝 𝐚𝐧𝐝 𝐥𝐢𝐜𝐞𝐧𝐬𝐞𝐝 𝐩𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥𝐬.

Ordained in 1987, Fr. Ted has dedicated his life to family ministry, pastoral care, and the betterment of mental health and spiritual well-being in the Philippines. 𝑯𝒊𝒔 𝒅𝒊𝒔𝒕𝒊𝒏𝒈𝒖𝒊𝒔𝒉𝒆𝒅 𝒄𝒐𝒏𝒕𝒓𝒊𝒃𝒖𝒕𝒊𝒐𝒏𝒔 𝒕𝒐 𝒕𝒉𝒆 𝒇𝒊𝒆𝒍𝒅 𝒐𝒇 𝑮𝒖𝒊𝒅𝒂𝒏𝒄𝒆 𝒂𝒏𝒅 𝑪𝒐𝒖𝒏𝒔𝒆𝒍𝒊𝒏𝒈 𝒂𝒓𝒆 𝒕𝒓𝒖𝒍𝒚 𝒊𝒏𝒔𝒑𝒊𝒓𝒊𝒏𝒈:

🕊️ 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐢𝐧𝐠 𝐒𝐩𝐢𝐫𝐢𝐭𝐮𝐚𝐥𝐢𝐭𝐲 & 𝐂𝐨𝐮𝐧𝐬𝐞𝐥𝐢𝐧𝐠: With an MS and a PhD in Pastoral Counseling from Loyola College in Maryland, USA, as well as an MA in Theology, he has beautifully synthesized lessons from the counseling field with the Ignatian spiritual tradition. This synthesis 𝒆𝒍𝒆𝒗𝒂𝒕𝒆𝒔 𝒕𝒉𝒆 𝒔𝒕𝒂𝒏𝒅𝒂𝒓𝒅 𝒐𝒇 𝒄𝒂𝒓𝒆 by addressing clients' holistic needs and fostering deeper emotional and spiritual resilience within the counseling practice.

🛤️ 𝐃𝐞𝐜𝐚𝐝𝐞𝐬 𝐨𝐟 𝐑𝐞𝐭𝐫𝐞𝐚𝐭 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩: For 32 years, he has led psychospiritual seminar-workshops and retreats, including Life’s Directions for young adults. His impactful retreat apostolate also includes programs such as 𝑶𝒏 𝑭𝒊𝒓𝒆 (Integrating Sexuality and Spirituality); 𝑺𝒂𝒏 𝑱𝒐𝒔𝒆 (Spirituality for Men); 𝑨𝑮𝑰𝑴𝑨𝑻 𝒏𝒊 𝑨𝒑𝒐 (Integrating Power and Spirituality); 𝑺𝑬𝑹𝑽𝑰𝑹𝑬 (Spirituality of Service); 𝑩𝑨𝑺𝑨: 𝑩𝒂𝒚𝒂𝒏 𝑨𝒌𝒂𝒚𝒊𝒏 𝒔𝒂 𝑨𝒃𝒐𝒕-𝑻𝒂𝒏𝒂𝒘 (Sparking Imagination to Build Nation); and 𝑹𝒆𝒔𝒊𝒍𝒊𝒆𝒏𝒄𝒚 𝑨𝒑𝒑𝒍𝒊𝒆𝒅 𝒕𝒉𝒓𝒐𝒖𝒈𝒉 𝑫𝒊𝒔𝒂𝒔𝒕𝒆𝒓 𝑹𝒆𝒄𝒐𝒗𝒆𝒓𝒚: 𝑴𝒂𝒚 𝑲 𝑲𝒂 𝑩𝒂? These programs 𝒆𝒎𝒑𝒐𝒘𝒆𝒓 𝒊𝒏𝒅𝒊𝒗𝒊𝒅𝒖𝒂𝒍𝒔 to navigate modern challenges, 𝒔𝒕𝒓𝒆𝒏𝒈𝒕𝒉𝒆𝒏 𝒔𝒐𝒄𝒊𝒆𝒕𝒂𝒍 𝒗𝒂𝒍𝒖𝒆𝒔, and 𝒑𝒓𝒐𝒎𝒐𝒕𝒆 𝒎𝒆𝒏𝒕𝒂𝒍 𝒘𝒆𝒍𝒍𝒏𝒆𝒔𝒔 across diverse populations.

❤️‍🩹 𝐇𝐞𝐚𝐫𝐭 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐌𝐚𝐫𝐠𝐢𝐧𝐚𝐥𝐢𝐳𝐞𝐝: Fr. Ted provides retreats and grief processing for the poorest of the poor, including the homeless and the widows and orphans affected by the extrajudicial killings of the drug war (𝑷𝒂𝒈𝒉𝒊𝒍𝒐𝒎). He is also actively involved in helping families dealing with child trafficking. By extending professional care to society's most vulnerable, this work 𝒓𝒆𝒔𝒕𝒐𝒓𝒆𝒔 𝒅𝒊𝒈𝒏𝒊𝒕𝒚, 𝒇𝒂𝒄𝒊𝒍𝒊𝒕𝒂𝒕𝒆𝒔 𝒉𝒆𝒂𝒍𝒊𝒏𝒈 from trauma, and 𝒑𝒓𝒐𝒎𝒐𝒕𝒆𝒔 𝒔𝒐𝒄𝒊𝒂𝒍 𝒋𝒖𝒔𝒕𝒊𝒄𝒆 within the mental health community.

🎓 𝐀𝐜𝐚𝐝𝐞𝐦𝐢𝐜 𝐄𝐱𝐜𝐞𝐥𝐥𝐞𝐧𝐜𝐞 & 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩: He currently serves as the 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐨𝐟 𝐑𝐌𝐓-𝐂𝐄𝐅𝐀𝐌. For more than 20 years, he has taught at the Loyola School of Theology and acts as a professor, supervisor, and counselor at the Center for Family Ministries (CEFAM). Recently, he has joined the Philippine Council for NGO Certification (PCNC). This dedication to mentorship and governance 𝒆𝒏𝒔𝒖𝒓𝒆𝒔 𝒂 𝒍𝒆𝒈𝒂𝒄𝒚 𝒐𝒇 𝒆𝒙𝒄𝒆𝒍𝒍𝒆𝒏𝒄𝒆, guiding future practitioners to serve with competence and compassion.

🛡️ 𝐀𝐝𝐯𝐨𝐜𝐚𝐜𝐲 𝐟𝐨𝐫 𝐒𝐚𝐟𝐞 𝐂𝐲𝐛𝐞𝐫𝐬𝐩𝐚𝐜𝐞: He is an active Board Member and the Spiritual Director for CyberGuardiansPH, which rallies to make 𝐜𝐲𝐛𝐞𝐫𝐬𝐩𝐚𝐜𝐞 𝐬𝐚𝐟𝐞 for children against child p**n and bullying. He spearheads healing and recovery activities for victim-survivors of cyberbullying and child p**nography. This crucial advocacy 𝒑𝒓𝒐𝒕𝒆𝒄𝒕𝒔 𝒗𝒖𝒍𝒏𝒆𝒓𝒂𝒃𝒍𝒆 𝒊𝒏𝒅𝒊𝒗𝒊𝒅𝒖𝒂𝒍𝒔 from digital exploitation, setting a vital precedent for ethical and safe engagement in the digital age.

📚 𝐀𝐮𝐭𝐡𝐨𝐫𝐬𝐡𝐢𝐩 & 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡: A regular speaker at PGCA conferences, he has authored books and manuals, including 𝑺𝒕𝒐𝒓𝒊𝒆𝒔 𝒇𝒓𝒐𝒎 𝒕𝒉𝒆 𝑾𝒆𝒆𝒌𝒆𝒏𝒅, 𝑨𝑮𝑰𝑴𝑨𝑻 𝒏𝒊 𝑨𝒑𝒐 (Virtues and Values for Nation Building), and 𝑴𝒊𝒓𝒂𝒄𝒍𝒆𝒔 𝒊𝒏 𝑮𝒐𝒅’𝒔 𝑯𝒂𝒏𝒅𝒔 (Pastoral Reflections). He also continues to conduct valuable qualitative and quantitative research on Filipino marriage, infidelity, parenting, and resilience. As we honor the lives touched by these events, we are reminded that 𝐨𝐮𝐫 𝐠𝐫𝐞𝐚𝐭𝐞𝐬𝐭 𝐭𝐫𝐢𝐛𝐮𝐭𝐞 𝐢𝐬 𝐭𝐨 𝐰𝐨𝐫𝐤 𝐭𝐨𝐠𝐞𝐭𝐡𝐞𝐫 to ensure that every learner grows in an environment where safety, care, and hope prevail.

🏫 Every Filipino learner deserves 𝐚 𝐬𝐜𝐡𝐨𝐨𝐥 𝐰𝐡𝐞𝐫𝐞 𝐭𝐡𝐞𝐲 𝐟𝐞𝐞𝐥 𝐬𝐚𝐟𝐞, 𝐯𝐚𝐥𝐮𝐞𝐝, 𝐚𝐧𝐝 𝐬𝐮𝐩𝐩𝐨𝐫𝐭𝐞𝐝—a place where they can learn with confidence, seek help without fear, and realize their fullest potential. These painful incidents remind us that creating such environments requires more than security measures alone. It calls for 𝐚 𝐬𝐡𝐚𝐫𝐞𝐝 𝐜𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭 to nurturing every child's emotional, psychological, and social well-being. With counselor-to-student ratios in the Philippines still far below internationally recommended levels, many students face personal struggles without timely access to qualified mental health professionals. 𝐁𝐲 𝐢𝐧𝐯𝐞𝐬𝐭𝐢𝐧𝐠 𝐢𝐧 𝐬𝐭𝐫𝐨𝐧𝐠𝐞𝐫 𝐠𝐮𝐢𝐝𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐜𝐨𝐮𝐧𝐬𝐞𝐥𝐢𝐧𝐠 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬, we can identify concerns early, provide meaningful support, and help prevent crises.

The Philippine Guidance and Counseling Association, Inc. (PGCA) is issuing this Statement of Concern regarding the marketing of short-term “Guidance and Counseling” training seminars by private CPD and training centers.

While we 𝐟𝐮𝐥𝐥𝐲 𝐬𝐮𝐩𝐩𝐨𝐫𝐭 𝐥𝐞𝐠𝐢𝐭𝐢𝐦𝐚𝐭𝐞 𝐩𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭, we must 𝐩𝐫𝐨𝐭𝐞𝐜𝐭 the public and the integrity of our profession 𝐟𝐫𝐨𝐦 𝐦𝐢𝐬𝐥𝐞𝐚𝐝𝐢𝐧𝐠 𝐩𝐫𝐨𝐦𝐨𝐭𝐢𝐨𝐧𝐬.

𝑯𝒆𝒓𝒆 𝒊𝒔 𝒘𝒉𝒂𝒕 𝒘𝒆 𝒂𝒍𝒍 𝒏𝒆𝒆𝒅 𝒕𝒐 𝒌𝒏𝒐𝒘:

🛑 𝐒𝐡𝐨𝐫𝐭-𝐓𝐞𝐫𝐦 𝐒𝐞𝐦𝐢𝐧𝐚𝐫𝐬 𝐃𝐎 𝐍𝐎𝐓 𝐄𝐪𝐮𝐚𝐥 𝐏𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥 𝐄𝐥𝐢𝐠𝐢𝐛𝐢𝐥𝐢𝐭𝐲: Completing an 80-hour (or similar) short course does not equip you to provide professional guidance and counseling services. It also does not fulfill the qualifications needed to practice under RA 9258 or fill DepEd Plantilla positions. Entry into the profession strictly requires a 𝐌𝐚𝐬𝐭𝐞𝐫'𝐬 𝐝𝐞𝐠𝐫𝐞𝐞 𝐢𝐧 𝐆𝐮𝐢𝐝𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐂𝐨𝐮𝐧𝐬𝐞𝐥𝐢𝐧𝐠, 𝐩𝐚𝐬𝐬𝐢𝐧𝐠 𝐭𝐡𝐞 𝐥𝐢𝐜𝐞𝐧𝐬𝐮𝐫𝐞 𝐞𝐱𝐚𝐦, 𝐚𝐧𝐝 𝐬𝐞𝐜𝐮𝐫𝐢𝐧𝐠 𝐚 𝐯𝐚𝐥𝐢𝐝 𝐏𝐑𝐂 𝐥𝐢𝐜𝐞𝐧𝐬𝐞.

🚩 𝑾𝒂𝒕𝒄𝒉 𝑶𝒖𝒕 𝒇𝒐𝒓 𝒕𝒉𝒆𝒔𝒆 𝑹𝒆𝒅 𝑭𝒍𝒂𝒈𝒔 𝒊𝒏 𝑷𝒓𝒐𝒎𝒐𝒕𝒊𝒐𝒏𝒂𝒍 𝑴𝒂𝒕𝒆𝒓𝒊𝒂𝒍𝒔
❓ 𝐔𝐧𝐝𝐢𝐬𝐜𝐥𝐨𝐬𝐞𝐝 𝐀𝐜𝐜𝐫𝐞𝐝𝐢𝐭𝐚𝐭𝐢𝐨𝐧: Many promotions fail to mention if they are accredited by the CSC, CHED, or PRC. Without this, your certificate might not be recognized.

⚠️ 𝐎𝐯𝐞𝐫𝐥𝐚𝐩𝐩𝐢𝐧𝐠 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐞𝐝 𝐒𝐮𝐛𝐣𝐞𝐜𝐭𝐬: Teaching subjects like "Counseling Process and Techniques" to non-licensed individuals is allowed for learning, but it 𝐃𝐎𝐄𝐒 𝐍𝐎𝐓 authorize you to practice.

📜 𝐌𝐢𝐬𝐥𝐞𝐚𝐝𝐢𝐧𝐠 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞𝐬: A Certificate of Participation is merely proof of attendance, 𝐍𝐎𝐓 an assessed professional credential.

💻 𝐅𝐨𝐫𝐦𝐚𝐭 𝐈𝐧𝐚𝐝𝐞𝐪𝐮𝐚𝐜𝐲: Fully online, self-paced courses are often inadequate for teaching sensitive skills like case management and group counseling, especially when dealing with minors.

⏳ 𝐏𝐫𝐞𝐬𝐬𝐮𝐫𝐞 𝐌𝐚𝐫𝐤𝐞𝐭𝐢𝐧𝐠: "Limited slots!" marketing tactics are often used to pressure vulnerable professionals looking to quickly fulfill CSC training hours before they can verify the program's accreditation.

⚖️ 𝐓𝐡𝐞 𝐋𝐚𝐰 𝐢𝐬 𝐒𝐭𝐫𝐢𝐜𝐭: Practicing guidance and counseling without a license is 𝐢𝐥𝐥𝐞𝐠𝐚𝐥 under Section 27 of RA 9258. Violators face criminal penalties, including 6 months to 8 years imprisonment, a fine of ₱50,000 to ₱100,000, or both.

✅ 𝑷𝑮𝑪𝑨'𝑺 𝑹𝑬𝑪𝑶𝑴𝑴𝑬𝑵𝑫𝑨𝑻𝑰𝑶𝑵𝑺:

The Professional Regulation Commission (PRC) informs the new Guidance Counselors that the conduct of the online mass oathtaking will be on August 14, 2026, at 10:00 A.M., which will be spearheaded by PRC-Baguio via Microsoft Teams.

Inductees shall wear formal or business attire and use a white backdrop (white physical or virtual background) throughout the oathtaking ceremony.

Parenting a child with a disability is a journey filled with unique and profound challenges. To help navigate this, PGCA and PFRD are joining forces to roll out the 𝐂𝐨𝐩𝐢𝐧𝐠 𝐒𝐤𝐢𝐥𝐥𝐬 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐟𝐨𝐫 𝐏𝐚𝐫𝐞𝐧𝐭𝐬 𝐰𝐢𝐭𝐡 𝐂𝐡𝐢𝐥𝐝𝐫𝐞𝐧 𝐰𝐢𝐭𝐡 𝐃𝐢𝐬𝐚𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬 in public schools for the upcoming 2026-2027 school year!

We will tap passionate, volunteer licensed guidance counselors from our chapters to extend a helping hand and facilitate this life-changing program. This will be your chance to use your expertise to directly empower the parents and caregivers who need it most.

💡 𝐖𝐡𝐲 𝐓𝐡𝐢𝐬 𝐌𝐚𝐭𝐭𝐞𝐫𝐬
𝐀 𝐋𝐞𝐠𝐚𝐜𝐲 𝐨𝐟 𝐂𝐚𝐫𝐞: PFRD is one of the oldest NGOs in the country devoted to persons with disabilities, having championed this cause for an incredible 76 years (registered with the SEC in 1950)!

𝐏𝐫𝐨𝐯𝐞𝐧 𝐈𝐦𝐩𝐚𝐜𝐭: This Coping Skills Program isn't new—it had its first run back in 2004 at P. Gomez Elementary School. Since then, it has already empowered over 2,011 participants across 25 public schools, LGUs, and dioceses, with professional guidance counselors and psychologists facilitating the process!

𝐍𝐨𝐰, 𝐰𝐞 𝐚𝐫𝐞 𝐭𝐚𝐤𝐢𝐧𝐠 𝐢𝐭 𝐭𝐨 𝐭𝐡𝐞 𝐧𝐞𝐱𝐭 𝐥𝐞𝐯𝐞𝐥. Together, we can build a more supportive, inclusive environment where every child and parent can thrive. 💙💛
