PRO 5 ARRESTS HIGH-VALUE DRUG SUSPECT, SEIZES P3.4 MILLION WORTH OF SHABU IN ALBAY OPERATION

The Police Regional Office 5 (PRO 5) scored another major victory in its relentless campaign against illegal drugs with the arrest of a high-value individual (HVI) and the confiscation of P3.4 million worth of suspected shabu during a successful buy-bust operation conducted on August 10, 2026, in Barangay Ilaor Norte, Oas, Albay.

The intelligence-driven operation was spearheaded by joint elements of the Provincial Intelligence Unit of the Albay Police Provincial Office, Oas Municipal Police Station, Albay 1st Provincial Mobile Force Company, SOU-PDEG5, RPDEU5, ODRDO, 505th Maneuver Company of RMFB5, and the PDEA Albay Provincial Office, in close coordination with PDEA Regional Office V.

Authorities identified the suspect by the alias "Brader," a native of Marawi City, who had been placed under surveillance for alleged involvement in the illegal drug trade and was categorized as a high-value individual.

During the operation, a police poseur-buyer successfully purchased 100 grams of suspected shabu from the suspect with an estimated street value of P680,000.00. Following the consummation of the transaction, the suspect was immediately arrested. A lawful body search conducted in the presence of mandatory witnesses resulted in the recovery of four large knot-tied transparent plastic sachets containing an additional 400 grams of suspected shabu, with an estimated market value of P2,720,000.

In total, law enforcement authorities seized 500 grams of suspected shabu with a standard drug price of P3,400,000.00, dealing a significant blow to the supply chain of illegal drugs operating in the province.

The recovered evidence was immediately marked, inventoried, and photographed at the place of arrest in accordance with the requirements of Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, and in the presence of the required witnesses to ensure the integrity of the seized evidence.

The suspect was informed of his constitutional rights in a language known and understood by him. He was subsequently brought to the Josefina Belmonte Duran Albay Provincial Hospital in Ligao City for medical examination before being transferred to the custody of the operating unit for proper documentation and disposition. He is set to face charges for violation of Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002.

PBGEN EROSITO N MIRANDA, Regional Director, PRO 5, lauded the operating units for their professionalism, coordination, and dedication, emphasizing that the operation reflects the growing effectiveness of intelligence-driven and inter-agency law enforcement efforts in Bicol.

โ€œI commend the operating team for this successful operation and for their unwavering commitment to our campaign against illegal drugs. The arrest of a high-value individual and the confiscation of a substantial volume of shabu demonstrate what can be achieved through strong coordination, accurate intelligence, and disciplined police operations. This accomplishment is a testament to the dedication of our personnel and our continuing resolve to protect our communities from the destructive effects of illegal drugs,โ€ PBGEN Miranda said.

He added that PRO 5 remains steadfast in implementing the PNP Focused Agenda on Enhanced Managing Police Operations, particularly in strengthening intelligence gathering, conducting sustained anti-illegal drug operations, and fostering close collaboration with the Philippine Drug Enforcement Agency (PDEA), local government units, barangay officials, and community stakeholders.

PRO 5 has intensified its campaign against illegal drugs through a comprehensive approach that combines law enforcement, intelligence operations, and community-based interventions. In recent months, police units in Bicol Region have conducted a series of buy-bust operations, warrant services, checkpoint operations, and intelligence-led enforcement activities targeting street-level drug personalities, repeat offenders, and high-value individuals involved in the distribution of illegal drugs.

In addition to enforcement operations, PRO 5 has strengthened its Barangay Drug Clearing Program by working closely with local government units, anti-drug abuse councils, schools, faith-based organizations, and civic groups. Police stations throughout the region regularly conduct information and education campaigns, youth awareness seminars, community dialogues, and anti-drug advocacy programs aimed at preventing drug use and encouraging public participation in reporting illegal drug activities.
The Regional Director also underscored the importance of community cooperation in sustaining the momentum of the campaign.

โ€œOur fight against illegal drugs does not end with arrests and seizures. We are pursuing a holistic approach that includes prevention, rehabilitation support, and community engagement. We encourage every citizen to continue supporting law enforcement efforts by providing information that will help us dismantle drug networks and keep our neighborhoods safe,โ€ he added.
