A significant stride toward sustainable marine resource management, the Provincial Government of Catanduanes is set to enter into a Memorandum of Agreement (MOA) with multiple institutions and local government units (LGUs) to establish and implement the CATCHFISH Municipal Fisheries Database across key coastal areas of the province. The same proposed MOA also offer for the Local Government of San Andres, Virac, and Bato.
The proposed MOA, endorsed by Governor Joseph Cua, seeks the formal authorization of the Sangguniang Panlalawigan, led by Vice Governor Peter Cua and the honorable board members, to solidify a strategic collaboration between the province and five major partners:
1. Partido State University (PSU), represented by University President Dr. Arnel Z. Zarcedo
2. World Wide Fund for Nature (WWF)-Philippines, represented by Executive Director Katherine Custodio
3. Lagonoy Gulf Integrated Fisheries and Aquatic Resources Management Council (LGIFARMC), led by Chairperson Mr. Arnel B. Boholist
4. Bureau of Fisheries and Aquatic Resources (BFAR) Regional Office V, represented by Regional Director Mr. Ariel U. Pioquinto
5. Local Government Units of Bato, San Andres, and Virac
The central initiative, known as CATCHFISH (Catanduanes Municipal Fisheries Information System Hub), aims to streamline the collection, analysis, and sharing of fisheries data among government agencies, academia, NGOs, and coastal communities. This database is envisioned to enhance evidence-based policymaking, foster marine biodiversity conservation, and empower local fisherfolk.
In his letter dated May 7, 2025, Governor Cua requested authority from the SP to sign the agreement on behalf of the provincial government and several LGUs. The request has since been referred for evaluation to the SP Committee on Agriculture, chaired by Honorable Provincial Board Member (PBM) Edwin T. Tanael, through a formal first endorsement dated May 20, 2025.
The collaboration represents a multi-sectoral convergence in support of the sustainable development of Lagonoy Gulf. Fishing is a vital commodities that sustains thousands of families in Catanduanes and nearby provinces.
If approved at SP under Committee on Agriculture headed by PBM Tanael, the CATCHFISH Database is expected to be a game-changer in improving resource management, curbing illegal fishing activities, and preserving the livelihood of coastal communities through digital transformation and data-driven governance.
