Saudi Arabia Raises Saudization in Project Management Professions to 70%

Saudi Arabia’s Ministry of Human Resources and Social Development (HRSD) has announced a new decision increasing the Saudization rate for Project Management professions to 70%.

The decision was announced in partnership with the Ministry of Municipalities and Housing and forms part of the Kingdom’s ongoing efforts to increase employment opportunities for Saudi nationals in specialized professions.

ZATCA Tax Penalty Relief Extended Until 31 December 2026

🇸🇦 Important ZATCA Update for Businesses in Saudi Arabia

ZATCA has extended the Cancellation of Fines and Exemption from Financial Penalties Initiative for another six months, starting 1 July 2026 and running until 31 December 2026.

What can be covered?

Eligible taxpayers may benefit from exemptions related to:

• Late tax registration
• Late payment
• Late filing of tax returns
• VAT return correction penalties

The initiative applies across the relevant Saudi tax systems, including VAT, Withholding Tax, Excise Tax and Real Estate Transaction Tax.

Important conditions

To benefit, the taxpayer generally needs to:

✅ Be registered with ZATCA
✅ Submit all required outstanding tax returns
✅ Pay the principal tax debt, or apply for an approved installment plan during the initiative period
✅ Follow the approved installment schedule where applicable

⚠️ Not every penalty is covered. The initiative excludes, among other things, tax-evasion penalties, VAT Law Article 45 penalties, penalties already paid before the initiative's effective date, and penalties relating to returns due after 30 June 2026.

CAN YOUR EMPLOYER FIRE YOU WITHOUT NOTICE?

Not always.

Under Article 80 of the Saudi Labor Law, an employer generally cannot terminate a worker without notice, compensation, or end-of-service benefits unless one of the legally specified circumstances applies.

Some examples include:

🔹 Serious misconduct or dishonesty
🔹 Forgery to obtain employment
🔹 Certain cases of serious absence
🔹 Deliberately causing material loss to the employer
🔹 Disclosing work-related commercial or industrial secrets
🔹 Certain violations of essential employment obligations

⚠️ Important: Article 80 does not mean an employer can simply say “Article 80” and terminate someone without following the legal requirements. The worker must also be given an opportunity to explain or object in applicable cases.
