Russia has banned transgender people from adopting children or becoming their guardians.

The ban was part of a 2023 law that also bans gender transition medical care and changes to legal gender.

Russia's parliament passed the bill in July 2023, and the upper house approved it on July 19.

Under it, trans people are also barred from becoming foster parents.

Officials say the law is meant to protect children and "traditional values."

Duma speaker Vyacheslav Volodin has used the same language to defend related measures.

Human rights groups strongly disagree.

Human Rights Watch said the law violates the rights of transgender people.

Critics also say it leaves fewer families available for children who need homes.

Russia later went further.

In November 2024, Putin signed a law barring citizens of countries that allow gender transition from adopting Russian-born children.

That covers dozens of countries, including Canada, Germany, Britain and Denmark.

Supporters say the state should be able to protect children from what it considers harmful influences.

Critics call it discrimination that puts politics ahead of children's needs.
