“We don’t want the food hall to be tucked back away in the building — we want it to engage the plaza and offer an indoor-outdoor experience.”

Even as it continues pursuing legal action against the city, Somera Road has applied for $17.5 million in NIZ financing for renovations to Grand Plaza, formerly known as PPL Plaza.
