Jeff Foster, Buncombe County Soil & Water Conservation District Supervisor Your immediate past Buncombe County Soil & Water Conservation District Supervisor It has been a pleasure to serve in this capacity for almost 8 years.

I resigned in February of 2020 to accept a job in the Raleigh area. Gary Higgins, long-time and now retired director of Buncombe County Soil & Water graciously agreed to assume the position in my place. The need for clean water is something that everyone can agree on. I have served as a civil engineer for over 10 years. I am certified by NCDENR as a Stormwater BMP Plan Reviewer, by NCDOT as a Level I Erosion Control Inspector and as a Level III Erosion Control Plan Preparer. I've been privileged to work in the Coastal Plain, the Piedmont, and the Mountains for over 20 years and have designed erosion control solutions for most of these years in each of these locations. The down economy has seen a number of projects become abandoned at all levels, and by working together, we can find the solutions necessary to meet the challenges that endanger our groundwater, our trout streams, and other valuable waterways.
