Fixed Costs: School districts have fixed costs (heating, bus routes, building maintenance) that do not decrease even if enrollment fluctuates slightly.
Transparency: You can counter "blank check" concerns by pointing to specific, published district audits or listed projects (like specific roof repairs or technology upgrades) that the levy will directly fund.
