Don't let the ladies fool you. It is common thought that the honey is not "ready" (has low enough moisture content) until it has been capped. However, at least here in Arizona, I have noticed that the ladies decline to cap the last honey to be collected at the end of the nectar flow. My personal belief is that they recognize there is no surplus coming in so they decide not to waste the valuable resources to produce wax for the capping process and select to feed from this uncapped honey instead. This honey (using a refractometer) tested at less than 10% moisture content. It was extremely thick and actually began to crystallize within the cells. One test you can perform for initial determination is the "shake" test. Quite simply, you hold the honey comb frame horizontally with one comb side down. Shake it downwards. If you see nectar fall out then the honey is definitely not ready. However, I strongly suggest using a refractometer for final determination of any uncapped honey.
