The girls survived winter, but they aren't out of the woods just yet. March is arguably the most dangerous month for honeybees. Unstable temperature fluctuations and bouts of extended warm weather will trigger the queen to begin laying new brood. This in turn causes the worker bees to go out and collect pollen when there isn't much to forage causing too much energy expenditure. Bees can starve during this time because they are consuming more than they are bringing back even if the hive is full of honey and pollen. A beehives first order of business is getting the hive back up to pre-winter population levels. The queen is more than likely laying drone eggs right now which will hatch out in 3-4 weeks if conditions stay favorable.

In short, the bees are out foraging and bringing food back to the hive / doing spring cleaning of dead bees and the queen is busy laying eggs.
