The North Dakota Corn Growers Association is a farmer-led membership group focusing on farm policy, regulatory issues, leadership development and grower education that enhances the future of North Dakota corn producers. We work together but are separate from the North Dakota Corn Utilization Council which has the responsibility of allocating the state corn checkoff dollars for research, education

and promotion of corn funded through the 1/4 of 1% of the value per bushel checkoff assessed on all corn marketed in the state.

Advocacy can be expensive, and NDCGA advocates on behalf of ND corn growers. Corn Classic helps generate some of the revenue required to advocate for growers in Bismarck, Washington, industry assemblies, and other policy forums.

NDCGA's public response:
“North Dakota corn growers need a strong and dependable ethanol market, so granting exemptions on this scale causes uncertainty for growers and consumers,.” said NDCGA President Brian Leier. “The Renewable Fuels Standard exists to prevent that uncertainty, so we are discouraged that the EPA has set it aside.”

The EPA has reported plans to propose reallocating 100% of the difference between projected and actual exempted volumes from the 2025 SREs into the 2026 and 2027 Renewable Volume Obligations.

“Despite our disappointment with the number of exemption credits issued today, we do appreciate EPA’s pledge to offset the volumes lost,” Leier said. “That reallocation needs to happen and NDCGA will continue working with the National Corn Growers Association, ethanol producers and the Trump administration to make sure corn growers’ voices are heard throughout the implementation and evaluation of this and other biofuels policies.”

The U.S. Environmental Protection Agency has issued almost 1.8 billion credits to exempt refineries from blending renewable fuels, like ethanol. Read NCGA’s response at https://bit.ly/4xxp0lW

U.S. Chief Agricultural Negotiator Julie Callahan learned directly and in-person about North Dakota growers' trade policy concerns from NDCGA Vice President Benjamin Bring yesterday. He emphasized that Canada as the top U.S. ethanol destination, and Mexico the top U.S. corn market, are significant price drivers for our products, and trade policy changes ought to be made with that as top of mind. Callahan is the nation’s top negotiator and enforcer of U.S. international agricultural trade agreements. Thank you, Congresswoman Julie Fedorchak for this valuable opportunity and keeping North Dakota corn growers at the policy table.
