This is a final reminder (plea?) to submit a letter of opposition to the Propel HIgh Voltage Cable Project and this email will make it easy for you! Please note that while we encourage you to say what you feel, this opposition must also address the deficiencies of the 'Joint Proposal', otherwise it will be ignored.
Here are some suggested text:

The Commission should reject the Propel Joint Proposal (JP) because it does not adequately show that the project serves the public interest, convenience, or necessity, and it was built around the LI Wind Export policy which does not align with current energy planning.

The settlement process failed because only 10 of 42 parties signed, including the absence of signatures from three Nassau County Towns, Village of Sea Cliff, 3 schools districts, the Gold Coast Business association and many affected residents. Further the Hempstead Harbor Protection Committee, Legislator Delia Deriggi Whitton and Representative Tom Suoizzi also oppose the JP. All of the above agree that disclosure in the Article VII process was badly lacking.

The JP relies on assumptions about future generation, while not clearly identifying what power source will actually fill the line as Empire II is not being built. There is no cost analysis actually showing that this project will reduce ratepayer bills on the contrary it provides the Applicant with guaranteed returns of $132M/yr. This project is for the rest of the state and not Long Island in that we get 100MW (as per Newsday).

The JP contains incomplete planning (e.g. EMF models are missing for the 4 corners as well as adjacent to the school), weak or missing enforceable protections (such as private infrastructure and lost small business revenues), and overreliance on future plans like the EM&CP instead of upfront project detail.

There are no firm commitments on traffic control, construction scheduling, emergency response, safety, school operations, noise, burial depth, navigation, and environmental safeguards. Our community is disportionately impacted with every route of ingress and egress being impacted and we will be landlocked as the JP doesn’t provide provisions to prevent this. There is no comparable community where something like this has ever been done before. The project’s scale in Glen Head and Glenwood Landing is understated because of multiple cable paths, converging lines, substations, and related infrastructure that would affect a relatively small community.

There is a lack of substantive protections for our federally designated sole source aquifers, drinking water, the harbor, and Long Island Sound, with concerns about sediment disturbance, contaminants, burial conditions, and water-supply protection. Mitigation once the damage is done is not acceptable.

EMF exposure near schools, homes, and businesses, and on the lack of site-specific modeling or meaningful mitigation for human health risks. 8 years of Monitoring will be done for marine life and there are only a few tests once energization commences along the entire route. Also, the cumulative impact of all grid infrastructure is not taken into account and we have homes schools and businesses just feet from the right of way.

There are no measures in place to address the risks associated with vault safety - gas migration or liability, failing to learn the lessons of the CHPE project.

Finally, the commission should reject the JP because it dismisses local concerns, treats communities as secondary to the applicant’s interests, and fails to provide fair and enforceable protections for residents, small businesses, schools, and the environment.

The Towns of Oyster Bay, North Hempstead and Hempstead, as well as three school districts (Syosset, North Shore and Roslyn), the VIllage of Sea Cliff; and the Coalition to Save Hempstead Harbor and many others, have already established their opposition to this project. It is time for residents to step up and help them, help us.

To All North Shore School District Residents and Parents!

Please join us at the next North Shore School District's Board of Education meeting Thursday, July 9th, 7:45PM @ NS Middle School when we ask:

Why the District has not emailed out to us their legally filed Opposition stance on the Propel NY Energy Joint Proposal (JP) given the gravity of it's impact to our children and district operations! We all need to be informed of their findings and given the opportunity to file comments with the PSC by the July 17th deadline to advocate for our children and community!

North Shore Central School District argues that it opposes the Joint Proposal as it fails to meet the requirements of New York Public Service Law (PSL) and does not adequately protect students, staff, district operations, educational programs, etc.

The District's principal reasons for OPPOSITION per their filed opposition statement include:

Student health and safety – The project would place underground transmission lines adjacent to schools, athletic fields, playgrounds, bus routes, and pedestrian pathways, creating unacceptable safety concerns during construction and operation.

Traffic disruption – Construction would significantly interfere with school buses, parent drop-off and pick-up, emergency vehicles, and daily transportation operations. The District argues that the traffic studies are incomplete and fail to accurately evaluate these impacts.

Threats to emergency access – The proposal does not guarantee continuous, immediate access for emergency responders to schools and the District's transportation facility. The District contends that allowing up to a 15-minute delay in restoring access during construction is unacceptable.

Inadequate traffic mitigation – The proposed certificate conditions rely on vague language such as "consult" and "best efforts" rather than enforceable requirements, leaving critical protections to future plans instead of establishing them before approval.

Electromagnetic field (EMF) concerns – The District argues that the proposal relies on decades-old EMF standards and lacks project-specific analysis of potential health impacts on students, staff, and school properties.

Noise impacts – Heavy construction near schools would disrupt instruction, testing, extracurricular activities, and student learning. The proposal postpones detailed noise mitigation until after project approval.

Dust and air quality – The District maintains that the proposal lacks enforceable measures to protect students from fugitive dust and airborne contaminants during construction, particularly around schools, playgrounds, and bus stops.

Utility outage risks – The District contends that the proposal does not adequately address the potential for utility interruptions affecting school operations and public safety.

Educational disruption – Construction could interfere with the District's ability to provide the required 180 days of instruction, administer state exams, conduct school events, and maintain educational programming.

Transportation facility impacts – The District's sole transportation hub on Shore Road would be surrounded by construction for months, potentially delaying or preventing school buses from operating efficiently.

Financial burden on taxpayers – The District argues that increased transportation costs, staffing needs, scheduling changes, and operational disruptions would impose substantial unfunded costs on the District and local taxpayers.

Failure to consider reasonable alternatives – The District argues that alternative routing and construction sequencing could reduce impacts but were not adequately evaluated. It recommends routing changes and restricting construction near schools to summer months or overnight hours.

The project is not in the public interest – The District concludes that the proposal fails to satisfy the statutory requirements of PSL because it does not adequately determine environmental impacts, minimize adverse effects, or demonstrate that the project serves the public interest, convenience, and necessity.

Flawed settlement process – The District argues that the Joint Proposal was negotiated primarily among the applicants and state agencies while excluding many municipalities, school districts, residents, and civic organizations most directly affected by the project, thereby limiting meaningful public participation.
