Simply make your whiskey sour as usual, and add a red wine float on top. (To do this, simply pour about 1/2 ounce any red wine slowly over the back of a bar spoon.)

The Whiskey Act of 1862 was one of the US government's earliest efforts to generate revenue from spirits production. A tax was imposed on the production and sale, requiring distillers to get a license and pay tax based on total production.

This forced smaller producers (and moonshiners) to either leave the industry, go underground, or merge with larger producers, which led to fewer producers overall, with more industrial-scale production market-wide.
