Those streaks form as alcohol evaporates and changes the liquid's surface tension. The name for it is the Marangoni effect. It's good physics, but it isn't a mark of quality.

The only dependable way to judge the wine is to taste it.

Phylloxera tore through European vineyards in the 1800s. Growers answered by grafting European wine grapes onto resistant American roots, and that is still common today.
