Follow Emloh Electric for some really interesting information!
Let's talk about tamper resistance (TR). The receptacle on the left is not tamper resistant, the receptacle on the right is. The left receptacle is $0.77 and the right one is $1.50. In all other respects these receptacles are identical. If you notice the right receptacle has little shutters that block objects from being stuck in the outlet. The shutters do not move unless both are engaged at the same time. That prevents children, and curious electricians, from sticking objects in the receptacle.
Tamper resistance was initially required in the 2008 edition of the NEC. Today the list has grown to include all areas of a home including garages (attached and detached), child car facilities, public accessible areas of agricultural buildings, and many, many more places. As a principle if children are likely to be present tamper resistance is likely to be required.
Sure, a big box retailer will sell you the receptacle on the left, but it's not just less safe, it's not allowed in many places, including your home.
