La segunda condición que se debe cumplir para la formación de un suelo salino es que la posible eliminación de las sales se encuentre impedida. Esto se produce por la acción del drenaje y del clima.
Es necesario que el agua circule lentamente, para que impregne el suelo, disuelva las sales y estas se distribuyan en el perfil sin que puedan eliminarse grandes cantidades de ellas. Ello se origina en suelos con malas condiciones de drenaje.
Por otra parte, el clima ejerce una acción también fundamental en la formación de estos suelos, hasta el punto de que en un principio se pensó que el clima árido era indispensable. Y de hecho la mayoría de los suelos salinos se encuentran desarrollados bajo climas mas o menos áridos, pero al haberse encontrado suelos salinos formándose bajo otros tipos de climas hoy se acepta que los climas áridos favorecen enormemente la formación de estos suelos y su conservación, pero no es un requisito excluyente. Bajo este clima, los breves periodos húmedos provocan la disolución de las sales, y con ello su movilización, mientras que con las intensas y largas sequías se originan fuertes evaporaciones, que producen la ascensión de los mantos freáticos y al intensificarse la evaporación concentran las sales de la solución del suelo, que precipitan acumulándose en determinados horizontes del perfil.
Bajo climas húmedos, las sales solubles de las aguas de riego son lavadas y transportadas a horizontes inferiores, hacia los acuíferos subterráneos y finalmente llevadas a los océanos. Por consiguiente, normalmente no existen graves problemas de salinidad en regiones húmedas excepto en los casos de utilización de aguas de riego muy ricas en sales.
