Please read this if you are an agricultural/rural landowner in Jefferson County.
Please read this if you reside in Jefferson County and appreciate our farms, forests, and natural landscapes.
Jefferson County is in the process of rewriting its Unified Development Order (UDO). A Chicago-based urban planning and design firm, Houseal Lavigne Associates, was hired to conduct a preliminary UDO rewrite. That document can be viewed here:
https://www.jeffcomo.gov/DocumentCenter/View/21421/UDO-2026-Preliminary-Recommendations-Report?bidId=
Pages 6, 22, and 23 of the document recommend combining RA-5 Rural / Agricultural and LR-2 Large Lot Residential zoning districts into a new zoning district called RR Rural Residential.
The potential effects of this are significant. RA-5 Rural / Agricultural zoning currently requires a minimum lot size of 5 acres. LR-2 Large Lot Residential zoning requires a current minimum lot size of 2 acres. If these are combined into the new RR Rural Residential zoning, the new minimum lot size would be 2 acres for properties not served by public sewer, and only 40,000 square feet (0.92 acres) for properties that will be served by a public sewer system. The potential for rural fragmentation throughout the county is real.
The goal of this post is not to prevent reasonable growth and development throughout the county, but it is about preventing unwarranted changes to zoning districts that currently help preserve agricultural and rural land for the future. The proposed changes to zoning could make rural land substantially easier to subdivide, increase development pressure, increase land values, and potentially increase tax assessments for families that have called Jefferson County home for generations.
RA-5 Rural / Agricultural land is not simply “underutilized,” as the preliminary report states on page 23. In addition to agricultural businesses and operations, these lands provide a multitude of benefits to our county’s aesthetics, environment, water quality, and wildlife.
Please contact your district council member to let them know your position. Below is a map of the county districts, as well as letters that you may send to your respective council members.
Your land. Your community. Your voice.
