Swarm or established colony? A cluster hanging in the open may be a swarm resting while scout bees search for a home. Steady traffic through the same opening in a wall, soffit, shed, or boat can point to a colony living inside.
Either way, keep your distance, don’t spray the bees or seal the entrance, and take one zoomed-in photo plus one wide photo showing the access area. I handle live honeybee relocation in St. Lucie and Martin counties: https://beetozapiary.com/bee-removal
