Community Associations of Rancho CAR was created in 2005 to foster collaboration between associations and state/federal governmental regulatory agencies.

The purpose of CAR is to unite the city's master homeowner associations (MHOA's) for the purpose of proactively collaborating on ideas and issues that result in the betterment of the Rancho Santa Margarita community, to address issues related to homeowner associations that could impact each member assocation, and to provide a venue where discourse can occur between municipal or quasi municipal organizations, agencies and/or departments and members of CAR.
