Water conditioning systems can use the process known as "chelation." Rather than remove the problem ions in the water, chelation makes them into water-soluble substances. This kind of system doesn't need salt to recharge the brine solution, and actually removes built up scale in systems.

The hardest waters in the US are found in streams in Texas, New Mexico, Kansas, Arizona, and southern California. The water can get more than 1,000 ppm in hardness. If you live in these areas, your water won't come from these streams, but a water softener is still a good idea.
