Dear Standardbred Breeding Industry Colleagues:

As you know, we have been sharing information on critically important legislation that overwhelmingly passed both houses of the New York state legislature earlier this year (again, our thanks to the leadership of Chair Woerner and Chair Addabbo), which is intended to fix the problem that the NYS Ag and Breeding Fund created when they interpreted the NY Sire Stakes system to exclude horses bred via out of state shipped semen from all subdivisions of the program. No other Sire Stakes jurisdictions interpret shipped semen rules in this manner, putting our breeding farms, horsemen and the NY harness racing industry at a distinct disadvantage.

The Ag Fund’s website initially included full Sire Stakes eligibility for horses bred with shipped semen, which they then changed with no notice to our industry. This has created serious issues and confusion about which levels our horses are eligible for; how they will be valued at the sales; and what the future of the program really holds for us. All of this could be fixed with Governor Hochul signing this clarifying legislation. However, the Governor has still not called the bill up for her consideration, which is unfortunately already resulting in real consequences for our industry.

For example, we had informed the Governor’s office that May 15th was a key deadline for signing the bill, because that was the deadline for nominating your foals. We assume that many of you just paid a $50 nomination fee, anticipating that foals would be eligible for all tiers of the 2027 Sire Stakes (as it has been in NYSS the past several years and in every other state’s sire stakes program)….but if bred with shipped semen outside the state of NY, those foals are not eligible for the Excelsior Series or County Fairs subdivisions. Yet breeders in this situation are being asked to pay an equal nomination fee without equal racing prospects. We have heard from numerous colleagues that they were not aware of this, and so we wanted to bring it to your immediate attention.

Therefore, if you have questions or concerns at this point, we suggest you contact the Ag Fund directly, as we don’t have the answers. For example, if you have questions about your specific foals’ eligibility; concerns about the impact this multi-tier system will have on your business; how New York’s breeding industry as a whole will compete with other states’ programs; what is being shared with the sales companies about race eligibility, since they are literally creating their catalogues now for the upcoming sales; what the Ag Fund’s position is on the bill and, importantly, what can the Fund do to address these concerns if the Governor does not sign the bill.

One reason we are so confused by this situation is that in the past few years, New York State has made very good decisions that have resuscitated New York racing and breeding. We were seeing folks from Ohio, Pennsylvania and Virginia coming to New York and investing here, and now this Sire Stakes situation has thrown the sector into turmoil – causing people to re-consider investing in New York, including bringing new commercial stallions to the state, and to consider withdrawing their stallions or taking legal action.

We will obviously continue to provide information and updates when we get them, but in the meantime, we wanted to make you aware of the latest status.

I do remember one race in particular at Lexington when no one thought he could, but our horse, Abs Beachboy, defeated Always A Virgin. Proud day for Ruddick Stables!

Always A Virgin p,3, 1:48.4 ($1,135,559), the all-time leading money-winning sire in Indiana with progeny earnings of more than $82 million, has passed away at the age of 22. After an incredible racing career, Always A Virgin went on to an equally remarkable 14-year stud career at Victory Hill Farm in Indiana, which includes four seasons at Pepper Tree Farm in Australia. In 2022, Virgin retired from stud duty and enjoyed the remainder of his life as a cherished member of the retirees at Bluestone Farm in New Jersey.

Always A Virgin’s son Always B Miki p,1:46 ($2,715,368) blazed to a 1:46 World Record performance in 2016 at the Red Mile. That record stood until 2022 and is still the second-fastest of all time. Always B Miki is currently the leading active pacing sire of Breeders Crown wins with 10. Always A Virgin and Always B Miki were both bred by Joe Hurley’s Roll The Dice Stable.
Always A Virgin sired three Breeders Crown winners β€” Always B Miki, Colors A Virgin p,4,1:49.2s ($1,070,533) and Beckhams Z Tam p,4,1:49s ($885,056), in addition to numerous Indiana Sires Stakes champions.

Following a successful racing career in which he narrowly missed sweeping pacing’s Triple Crown for owners Bluewood Stable, Val D’Or Farms, and breeder Joe Hurley’s Roll The Dice Stable, Always A Virgin was retired to Victory Hill Farm in Indiana, which is owned and operated by the husband and wife team of Dr. Jeff King and Dr. Maria King. As a son of Western Ideal out of the Big Towner mare Neverhadneverwill, he brought the important Western Hanover blood to Indiana offering Indiana breeders one of the most successful male sire lines in Standardbred breeding.

Always A Virgin’s ownership stayed the same throughout his racing and stallion career. Mitchel Skolnick of Bluewood Stable and Bluestone Farms recalls how that partnership came to be after he witnessed the early talent of Always A Virgin himself.

β€œIt was 2007 and I had several horses training with Joe Holloway. Virgin had arrived at Joe's barn that same year to begin training for his three-year-old season. Joe had not trained him at two.
I was often at Showplace to watch my horses - sometimes two, three times a week. Joe and I would talk about all the horses he had in training, often mentioning Virgin. I believe his exact words were β€˜he might be alright.’ So, aside from my own horses, I would watch Virgin as well.

Sometime before his first qualifier, I called Bob Boni about the horse and told him he was a very nice c**t; we should consider buying a piece. Bob demurred. Maybe a week later, I asked Bob to come watch the c**t train. Again, Bob demurred. Just about a week before Virgin would qualify, I insisted he (Bob) come to Showplace Farms to watch him train. He finally relented. Joe took Virgin out for his final training mile that day. He may have gone in 2:02, but halfway through the mile Bob says to me β€˜make the deal.’

β€œAlways A Virgin was a truly great champion for his ownership group, both on the track for trainer Joe Holloway, and as a sire at Victory Hill Farm. We are so grateful to have been a part of his incredible life and career.”

Trainer Joe Holloway remembers Always A Virgin as β€œa special horse! He was a very good and underrated racehorse, he almost pulled off the Triple Crown and all three legs would’ve been on a half mile – something we have not seen in quite some time. He was also an accomplished sire and a beautiful animal. He will be missed!”

We had a little break foaling but now they are coming!
10:45 p.m. Rockin Hot Lady (the dark colored mare) delivered this oh so friendly filly. She was up and doing well so I went to the house and watched them on camera. Thought I would try to go to to bed...but nope...Avila Beach had a different idea. 3:15 a.m. my phone rang...it was the "Foal Alert"...Avila was calling! Her long legged c**t was on his feet pretty quickly...for a boy...LOL. For some reason fillies get up onto their feet sooner than c**ts.
With these 2 that makes it 8 c**ts...5 fillies. With only 3 more mares due, the best the girls can hope for is a tie.😁
