A seawater RO membrane is only as reliable as the water that reaches it. Seawater intakes carry suspended solids, organics and, during algal blooms, sudden spikes in fouling load. Without effective pretreatment, that load ends up on the RO elements: higher operating pressure, more frequent cleaning and shorter membrane life.

Ultrafiltration is widely used ahead of seawater RO because it delivers consistent filtrate quality regardless of what the intake is doing. Polymeric UF from inge and DuPont IntegraFlux offers a proven barrier. CERAFILTEC ceramic membranes add mechanical and chemical robustness for the toughest feeds, withstanding aggressive cleaning regimes.

Seawater is alive. That’s good news for the ocean, and a challenge for RO membranes. Seawater carries bacteria, algae and dissolved organics that settle on membrane surfaces and form biofilm. Left unchecked, biofouling raises differential pressure, cuts permeate flow and shortens membrane life.

South Africa now has a National Water Action Plan. The real test is implementation.

Developed by the National Water Crisis Committee (Watercom), chaired by President Cyril Ramaphosa, the NWAP sets out five interlinked strategies: fixing municipal water and sanitation delivery, expediting systemic reforms, increasing infrastructure investment (including from the private sector), strengthening legal and regulatory mechanisms, and tackling corruption and criminality in the sector.

Some of the commitments are specific. Non-revenue water, currently 47% of water pumped, is to come down to 39.5% by 2031. Government is investing R24-billion a year in municipal water and sanitation across about 800 projects, and the Department of Water and Sanitation plans to bring at least three private-sector participation projects to market before the end of the year.

Not everyone is convinced. WaterCAN, the SAHRC and AfriForum point out that many of these measures have appeared in policy documents before, and that delivery has always been the sticking point. Consulting Engineers South Africa adds that none of it will hold without enough skilled people to run the plants and maintain the assets.

What will decide its success is ex*****on at plant level. Infrastructure spend only delivers value when the treatment technology is correctly specified, supported locally and operated by people who understand it. Suppliers, integrators and operators need to be part of that conversation from the start, not brought in once the budget has been allocated.”

The ocean supplies water. It also receives it. October is National Marine Month in South Africa, a campaign led by WESSA Wildlife and Environment Society of South Africa celebrating our ocean ecosystems and the species that depend on them.

For the water treatment sector, the sea is both a resource and a receiver. It feeds coastal desalination plants and industrial intakes, and it takes in whatever inland operations discharge into our rivers and estuaries. That makes the quality of what leaves a plant as important as the quality of what enters it.

Throughout October, we’ll be looking at the technologies that help industry work with the ocean responsibly: seawater desalination, pretreatment and the chemistry that keeps those systems running efficiently.

UF vs RO: what's the difference? Two technologies, two very different problems to solve. Ultrafiltration removes suspended solids, bacteria, and larger particulates, making it well suited to pre-treatment and as a standalone step for water that doesn't need dissolved-salt removal. Reverse osmosis works at a finer scale, removing dissolved salts and ions, which makes it the right choice when the goal is desalination or high-purity water.

In many systems, the two work together. UF protects downstream RO membranes from fouling, extending their service life and improving overall system performance.

South Africa loses a significant volume of treated water every year to non-revenue water, water that never reaches a paying customer because of leaks, ageing infrastructure, illegal connections, and vandalism.

It is encouraging to see the next generation taking this on directly. A team of young scientists and innovators recently took top honours at the 2026 Wetskills South Africa programme, an international workshop focused on water sustainability, for their work developing responses to the non-revenue water (NRW) problem.

"NRWr is one of the clearest signs of where our infrastructure and our monitoring systems are falling short," says Aqua Resources Managing Director, Phathutshedzo Mashele. "What this Wetskills team has shown is that closing that gap doesn't only depend on new technology. It depends on building skills and accountability at community level too. That combination is what will move the needle on water security in this country."

Water reuse is no longer an option on the table. For many industrial operators in South Africa, it is already the operational baseline. Increasing pressure on municipal supply, stricter discharge standards, and water use licensing constraints are driving more facilities toward closed-loop and partial-reuse water systems. The technologies exist. UF, RO, and nanofiltration can be combined in treatment trains that produce consistent, reusable process water from streams that were previously discharged.

The engineering challenge isn't whether it's technically possible. It's whether the system is correctly designed for the feed water chemistry specific to that facility.
