Taking over a plant without documentation means spending the first months of a contract re-establishing information the previous team already held.

The cost of poor records is real but rarely itemised: spares ordered against the wrong model, maintenance intervals estimated rather than specified, and failures repeated because the first occurrence was never recorded.

• An asset register with serial numbers, age, condition and spares

Chemical supply is commonly managed as a procurement function. On an operating plant it is a process control with direct consequences for water quality.

A works without disinfectant stock cannot treat to specification. In our experience, the interval between an order being placed and stock arriving on site is where a significant share of compliance failures originate.

By-product handling receives less attention than the treatment process itself, yet it is a frequent contributor to plant underperformance.

When dewatering falls behind, drying beds fill. When beds fill, sludge remains in the process, and effluent quality follows. The compliance result reported at the end of the month often originates in a by-product constraint upstream of it.

Sludge management belongs in the operating plan and the budget from the outset: disposal route, haulage arrangements, bed capacity and dewatering availability.

Non-revenue water is often treated as a billing problem. It is an operating problem with a billing symptom.

Where the recovery usually is:

• Metering that works, you cannot reduce what was never measured.
• Pressure management, lower night pressure means fewer new bursts
• Active leak detection, found deliberately, not reported by a resident.

Reducing losses is usually cheaper than producing more water. It is also faster.

Resilience is decided long before the outage: storage buffers sized to actual demand rather than design demand, generator capacity matched to the plant's critical load, and a documented start-up sequence that brings the works back without tripping it.

The sites that struggle are rarely the ones without a generator. They are the ones where nobody tested the changeover, or where the reservoir was sized for a two-hour outage and the schedule moved to four.

In Alexandria, Eastern Cape, Ndlambe Municipality's sewage pump station was failing repeatedly, driven by unstable power supply, electrical vandalism, and ageing equipment operating past its intended life. The result: recurring overflows, emergency call-outs, and mounting regulatory risk.
