The High Meadow Ranch Water District has been working to transition to a new billing system. We originally planned to have it up and running in August, but we ran into a few delays. Because of this, no monthly or annual bills were mailed out last month.
Billing Information
The first monthly water bills will be mailed on or around September 25th and should arrive by the first of October.
The first bill will be a base bill only, not based on usage. Future bills will reflect actual water usage.
The rates and fees will again be attached to this newsletter in case you missed them in the last newsletter.
Annual bills will also be mailed on or around September 25th.
All monthly and annual bills will be due by October 15th.
Payments
Please do not make payments to our bookkeeper, Julie Maxam. She is no longer accepting payments.
We have partnered with the Kemmerer Diamondville Joint Powers Board (KDJPB) to manage billing.
All payments must be sent directly to KDJPB. Your bills will be issued on their letterhead, not HMRWD’s.

If you need to contact KDJPB about your account, please have your name, account number, and physical address (or block and lot numbers) ready so they can quickly locate your account.
Payment Arrangements
Property owners who previously made payment arrangements through our bookkeeper must continue to meet those obligations. If you have a balance, please make reasonable arrangements with KDJPB to catch up so you don’t remain behind once monthly billing begins.
Website Updates
The High Meadow Ranch Water District website will be temporarily shut down for approximately one week while we upload updated forms, information, and the new credit card payment link.
New Forms
Two updated applications will be available on the website once it reopens:
New Customer Application – Required for new homeowners or renters responsible for water bills. A $150 deposit is required with this application.
New Water Service Application – Replaces the old tap fee form. This application must be submitted along with the $7,000 tap fee (paid in full). A new customer application must also be completed at the same time with the $150 deposit so the account can be added to the system.
